I shudder to think that the children of Paragon City might look anything like that... thing. If so, no wonder they aren't allowed outside; it would scare away all the mobs!
LOL...is there anyone out there who remembers when there were cows in the game? (Issue 1) They were mostly in Perez, and if you attacked them, all they'd do was MOOOO. They moved their heads (like grazing) and had big googly eyes. They were gone by issue 2 or three.

Where they be? Penelope must be the only girl in her class. Isn't that little girl in Founders Falls called Penny? I think we should be rescuing more little kids and seeing them play in the parks. We should have schools and playgrounds. We could have a Child's Booster Pack with sneakers, pigtails, sportswear, overalls, the works. Plus we could change the boob slider so that when I make an 8 year old girl, she doesn't have a B-Cup.

To be perfectly serious, that's pretty much the case according to the lore. During the Rikti War, we used the War Walls to compartmentalize the fighting. Afterward, little has changed, except the enemies we're using them against. Instead of Rikti invaders, we're using them against Hellions through Devouring Earth and beyond.
The War Walls aren't meant to keep things out. They're meant to keep things in. Perhaps that's why it's so easy for the new Rikti invasion ships to get through from the outside.

It's a sad reality that pretty much anything related to kids these days results with inevitable screams of "Won't someone please think of the children?!"
Anyone here watched Charlie Chaplin's 'The Kid?' Didn't get a chance to watch all of it, due to it only popping up briefly in our cinematography lecture. If you were to try to pull that off these days, people would be calling junk like 'pervert' before it had even premiered. And honestly? That is so many levels of tripe you could feed the world for years. People these days will attach horrible conotations to even the simplest and most innocently meant of things. I'd like anything that could make the City feel more alive, personally. And hey, the Isles could have it's own unique brand of grubby, cockney urchins scurrying around |
Sometimes I worry about society, since it seems like people can't think of children without mentally associating them with molestation and can't think of women without associating them with abuse. They're not intrinsically linked, you know. You CAN have children in a game without breaking seven laws just for having them there.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

We can't play children because you have to be an adult to get a hero license. Arachnos won't issue villain licenses to kids either no matter how evil they are. Lord Recluse refuses to believe that a kid can be his chosen one - mostly because of the implications of those words.

and also recluse's chosen one system presumably works around prisoners who are locked in the zig at a particular time, and I don't think Paragon City is the kind of place where young offenders are put in with some of the worst criminal masterminds and supervillains in the world. Moreso Paragon Juvey kinda has a ring to it

I can't find any published rules or guidelines online, but its been alluded a few times that gameplay that has the potential to display violence against children gets additional scrutiny by the ESRB or other authorities. Games like "Bully" or "Rule of Rose" displays actions of kids against kids, so they may not have raised as many objections (the theory goes).
I'm not entirely convinced its the ESRB-- there are several "hair trigger" issues that various parents' or religious groups look for, misconstrue, and hype to all hell in their vigilance against the industry, and many games may just want to reduce the risk of raising THEIR ire... |
Another poster noted that Chaplin's "The Kid" would be looked on with horror these days, but it only reflected the reality of its times, just as "Thirteen" is a disturbing but realistic film about (some of) today's young people.
There is probably a "golden mean", but ideological extremism seems to be the spirit of the times in North America.
On the other hand, perhaps CoH lacks children because they simply haven't gotten around to addressing the issue. To me, it looks like the Devs have been awfully busy for the last 7 years...

1) How did this get past the Quality Control stage of the design process?
2) What in the NPC skeleton would cause the "tent" so to speak?
