I suspect the 16th or the 30th if they plan on releasing this month.
There's a Dev Meet and Greet in 7 or 8 hours, I'm sure they'll have an announcement on open beta and live release of I19 timeline at that time.
Oddly my client didn't download anything just now after exiting the game.
That would beat one of the purposes of it--to keep the server from being too heavily overloaded. They probably have it set so only a certain number of people get the pre-download at a given time. I got it, although not as early as some people, and I'm sure you will too in time.
Cohupdater.exe is what will download the pre-patch. If you're bypassing the updater and using cityofheroes.exe to log directly into the game you will not start the pre-patch download.

However, they're apparently still using the closed beta servers unless the standard test server was closed off to regular access very recently. In any event the test server was publicly available last week, so obviously it hasn't been on the regular test server for the first part of beta.
Edit: Just a bug that i've found with this predownload is that it downloads the patch again every time you log off even if it was already downloaded. Also, the first time it tried to repeat the predownload it tossed out an error message and sat there until i closed the updater myself.
Edit again: The fourth time i exited the client it closed as normal.

Well, the Test client is downloading something big. I was playing on it a week ago, so I know it was relatively up to date.

I was playing coh and someone mentioned this and when I logged and quit it brought the updater up like it was going to update...came back about 30 mins to an hour later and noticed it didn't download anything...there was an error message but I closed it before I read it (by mistake).
That took place around 11:30 am EST. I played a bit just now and logged out and no auto-launch of the updater....so...it seems they took the pre-download offline.

Now the test server updater appears to be down at the moment.

I just checked the test server and the current version is 1850.201009101722.18T2r -- same as live.
No Issue 19 on test right now.

Oh... Yeah, it's been on the beta server for like a month and a half. When did closed beta start?
It makes more sense to do the betas on a separate server so Test can be used for normal patches or boosters.
