During the PAX Panel, Positron mentioned that a signed NDA will be required because they're 'introducing new systems that would be brand new to the game'. I'm paraphrasing here so that is not the EXACT quote, but that's pretty much the gist of it (I think the panel is up on Youtube somewhere if you wanna go back and listen). Of course, he did not go in to specifics but the way he was talking about it, it seemed like it was much more than just a couple of minor changes here and there. Posi's not really the typical marketing guy so for him to put it this way made it seem like it truly was a big deal.
20 is a pretty big milestone so I'm sure the team is really gonna try to make this one huge.

Divorced from that information, the idea of a signed NDA led people to dream up all sorts of wild ideas about "What could possibly be the reason for A SIGNED NDA??!!!!!!"
The answer: A head start on testing End Game content.
Further speculation is unwarranted unless you want to speculate on what 'End Game content' is.

I dont believe i20 is CoX2.0...there would have to be a dollar figure tied to the release if it was really that "BIG". Plus its a little close to the release of another expansion that we just paid for...however seeing as how people will pay for just about anything maybe the marketing logic behind a move like that(if it was to happen) isnt than doubt after-all.

An NDA could also mean that they're preparing some horrifying kind of punishment for us to go along with the Incarnate system

I think WW said there was a map graphical upgrade coming.
Maybe real shadows for instanced missions?
I think I20 is 2-3 Incarnate slots in form of attacks.

-From now on, all NPCs hair will be animated. To countermand the increased gfx requirements, however, only NPCs will be getting them. Also, we are removing the animation from capes to bring memory use back within acceptable levels.

Umm... Wow. I was speculating on the story for I19 and I20 and how the I think the Devs will use the invasion as an excuse to give the buildings in the game a face lift and remove the war walls.
How did this devolve into a discussion on the Signed NDA?
Honestly, I think the Signed NDA, had to do with the fact that they had people in a room, and said "hey, while there here, we can just have them sign something."

I'm not convinced it's something super-groundbreaking. Since certain players didn't really respect the Closed Beta status of Going Rogue, they started to work on a rock-solid NDA. i19 is just around the corner, and their major enhancements were already announced, so the NDA they drafted just wasn't necessary until i20.

The reason for the signed NDA is perfectly obvious. They're finally ready to convert the game to the "Golden Age" engine.
