I want to have a contest!

I am making a plant/fire Dom. They look like loads of fun. I have a Mid's build - see below - I want you to tell me how much I'm going to spend on this project. The person who guesses the closest will win exactly what I spend on it!

Here's the info:

1 - I'm cheap. Dirt cheap. Really, really cheap. If you think you can get an enhancement for 100 mil, I'm willing to bet I can get it for 20
2 - I do not have GR. I cannot get A-Merits
3 - Everything and I mean everything for this build is coming off the market!
4 - I will not buy anything directly from myself or another player. See #3
5 - The build has the levels of the IOs I intend to use. I reserve the right to go +/- 3 levels where supply is available. If need be, I will go lower than -3 levels from the listed enhancement, but only if there are absolutely none to be had in the listed range.
6 - I will not be getting any drops on this character. I plan to park him at the market, nothing slotted, nothing in his salvage inventory, no recipes on him. He will do nothing but purchase items for his build.
7 - I plan on having this build completely done and slotted by Monday September 27th. Depending on supplies (and some things are seriously scarce right now) this may go longer, but I hope not.
8 - I buy recipes, enhancements, small children to barter for recipes - whatever it takes to get something for the price I want
9 - I will be mailing myself a fixed amount of money. I will use that as his "starting point". Whatever he has left will determine what he spent on the build. I have no intention of tracking all of this "the hard way".
10 - I will not start slotting this character until Wednesday. This gives you about a day and a half to look up the enhancements if you like.

3 - When I slot the last enhancement, I will figure out what I spent on him and list the number and the winner. Until I slot that last enhancement, you can guess. Once its slotted, its game over!

Well - to address these in order:

The build has Mag 5 KB protection due to perma-domination

Celerity Stealth is slotted in a level 14 power with a level 35 IO. Refer to info #5:

No Stamina:

In the Mids build, I show which powers I intend to run during combat. I usually do this to get a good idea of where my recovery will be at. You will notice that I only actually intend to run Tactics. My Recovery is 1.9/s and my use is .29/sec. This gives me a net of 1.61 / sec. Not fantastic, but I will have Domination refilling my bar every 80 seconds or so - and Consume is up about once a minute. Based on that, recovery should really not be an issue. My only real concern is my end slotting in the powers is not all that great. However, using Seeds as my main form of control, I don't see the need to go "all out" if my blue bar is hurting and I have no blue skittles to eat.

Build critiques are nice for possible future alterations, but the build will be created as is.
