Citizens gone from many zones, why?
Actually, I've noticed the same thing, but in Cap Au Diable they seem OVER crowded.
Maybe Dr. Aeon kidnapped them all...

I noticed that too.
I'm pretty sure all of them disappear during a zombie apocalypse or a rikti raid, but lately they don't seem to be reappearing. Maybe they just stay gone until the next server maintenance and reboot?
We don' need no stinkin' signatures!
I've killed them.
Just remember, the vast majority of this game's content is instanced, so you're not necessarily going to see a lot of people moving about the city zones.

There weren't any events so it wasn't that. I sent a broadcast and several other folks in Talos said that there weren't any citizens on the map for them either. I went to KR and FF and there aren't any citizens. It wasn't a glitch, I saw the same thing last night. Someone on a global channel and someone in zone broadcast said that citizens had been removed from many, but not all zones, in I18. It's nice since I'll probably get a smidge of video framerate increase, but on the other hand it doesn't really make sense from an emersive experience perspective -- a city with no citizens walking around? I just wish they'd instead remove all those annoying citizens running around inside missions.
I guess it's just one of those occasional, mysterious unannounced changes to the game.
They realised that living in a city known for being overrun by sociopathic criminals is not a good idea and decided to move to some other town with less gangs, cultists and other crazies.
I've noticed many times citizens have pathing errors and get "stuck" in certain areas of the city. This may lead to other areas not being populated.
To see what I mean, try going to Founders Falls around the fountain. There will be so many Citizens, they can't even all show up on your screen at once... but the rest of the city is empty.
In Talos, I usually find them along the West side. In Independence Port, many groups can found along the road on the East side headed down toward Brickstown.
Edit: Looks like they are all gone there too. How odd. I guess that's one way to solve the congestion! haha
They are hiding, because their resolution is too low and textures are missing. They look like crap so they are better at home.

My City Was Gone
I have begun to think it is a server load thing. When the servers start to become overloaded a script turns off citizens to lower performance hits.. But that is just a theory...
Late at night I tend to see them walking around when the server isn't too crowded.
I think Ishmael is at it again. First, kings row and that underground entrance. Now, the world! Muahahahaha!

Just noticed that in Talos, FF and KR I don't see anymore citizens wandering around. Is that a bug or did they remove them on purpose for some reason.
