I have begun to think it is a server load thing. When the servers start to become overloaded a script turns off citizens to lower performance hits.. But that is just a theory...
Late at night I tend to see them walking around when the server isn't too crowded. -
When I was playing my Scrapper in Praetoria I kept having "Ra - Do You Call My Name" pop into my head at certain moments.

I'd personally go with a modification of option 1 - remove old versions of patters from the tailor options when an updated variant is made, but don't remove them from the database yet. That way, people who sincerely prefer to keep their costumes as is can simply keep that particular costume slot unchanged while new players don't have to suffer the clutter from the legacy junk when trying out new costumes.
Pretty sure thats how things are still currently.. I have a launch day/week Blaster that still has his original costume that has pieces/patterns/options that were removed. Upper Leg/Lower Leg patterns, an older version of Baggy chest option and I believe an older baggy pants skin. -

Some people root for a really low band, either 10-14 or 15-19. My theory on the matter is, it's sort of a waste to buy (or to roll super-low so you'll hit the level cap for the IO anyway) on a sub-50 character, because ANYONE could do that on a 50. If you random roll, you get stuff that pretty much only comes from a level 30 (or 33, or 35). Obliterations, stealths, Impervium Armor: Resist, there's like fifteen good things that you wouldn't necessarily pay AM's for that will still sell for 50 or 100 million.
... Oh, and just because the last 5 sold for 1-5 million doesn't mean ANYTHING. Goat's "Zero for sale" rule is very true. -
My issue isn't being logged out. It is the fact I can never keep threads marked as read. Something that was last commented on yesterday when I read it today will still be marked unread when I check back later.

Two AM's take around four days. Figure another three days for everything valuable to sell, and you've got 400K prestige in a week.
This doesn't require a lot of market knowledge- I don't think it does, it's hard for me to say- because you're not selecting niches. You're rolling and selling whatever you get. You need to know that you CAN roll AM's, that crafted sells for more than raw, that you can turn Inf into Prestige, and probably some market info like "list for 75% of last 5, plus 908". You need, probably, around 20 million inf to kickstart the process (buying salvage, 5% down payment , whatever.)
Is one person running 22 tips and selling stuff for a week too much effort to get over this hump?
He has a point. Since Issue 18 my Stalker has went from maybe 6 million Inf to over 300 million. He is level locked at 30 and only does the tip missions plus either street hunting or a paper mission to get tips. I haven't even cashed out all of his merits. (alignment or reward) I think i dumped about half of his inf into prestige the other night so I could place a Supercomputer. I am a solo SG. Only my alts are in the group, and I don't even have 15 in the group yet.
Alignment merits are your friends if you don't want/need the recipes for your characters.
All of that said, I do feel there should be a step between the oversite center setup and the generator/mainframe setup in terms of allowing things to flow easier. -
There are civilians walking around Port Oakes, but really thats the only place I've noticed.

I was thinking there would be another "faction choice" in the future. ie: Support Ouroboros or "The Letter Writer's" Teams against The Coming Storm. (And more than likely each other)

Has anyone run into Savage Siren (I think thats her name) in Villain tips? In the 30ish level range. She is terrible, once her health drops to about 50% she drops to the ground in the fetal position and crys while you defeat her. No fighting back, no talk option, just pathetic crying. The first time I did it, I laughed and figured I missed a dialog option while I was beating on her. 2nd time? Nope no option at all. Granted it does make you feel like a villain, but damn...

Neutropolis Underground. I forget which dead end it is (sadly) but one of the deadends with a badge has a room with Seers in it (and outside the room in the hallway) which I farmed at lvl 20 to get my badge. I think I ended up almost 22 when I finished thanks to the PPD spawns that come with each one. They are all minions as well.

I came back after about 7 months or so and had the same issue. I decided to wait it out a few days (nothing in the base cost rent) and it came online on its own.
Granted the first time it happened I did the same thing as the OP. Petitions are the proper route to get it done for future reference. -

It seems odd that the fan would be blowing into the case.. Perhaps it was installed wrong? Most of those style fans blow into the power supply case and vent out the holes at the back. I've actually had a Thermaltake that was like that years ago.
I was going to suggest trying to return it for refund and pick up a PC Power & Cooling power supply, but I see they were bought by OCZ. -
I've found myself constantly reading the tip's info and what it says after I accept the mission. (via the ! in the compass window) If they don't match up I go back to the tip, abandon it then retry the option I want until it seems correct.

I had gotten the CoT seeds quest earlier though, and when I picked the Villain option I got some Rescued Bane Soldier with Longbow mission. Still got the Villain point for it though. -
I've been running into this issue as well. although it has only happened to the same character on 2 out of his 5 tips for both days. Sadly the last tip I do is one of them, and it always completes as a "Rogue" mission despite always picking Villain. So I've been screwed out of reaffirming my Brute since I am now sitting at 8Vill/2Rog alignment points. It is rather annoying.

I've just been dumping everything onto the Market after a couple missions in an attempt to get supply up. On the plus side, picked up 2 purples in my first 2 or 3 tip missions. I think I'll wait before I list them though.

I played at release with an AR/Fire Blaster.
I remember hovering over Red/Purple (20's) con Family bosses in Steel Canyon at certain spots killing them without them fighting back. (No ranged attacks for them then) I think they were replaced with Tsoo or something later on.
I did the same thing in Brickstown before they nerfed the exp rewards from Prisoners.
I remember dinging 19 and still having 2-3 bubbles of debt from the previous level.
Street sweeping was all the rage once you got past Kings Row. And in some cases you did it in Kings Row along the southern road..
"Where can I find the Lost at?" was pretty common in KR's Broadcast back then.
Those terminals that were around the city actually were updated with stats on a regular basis. Not sure if they are even still used now.
I recall having to hike back to AP to train/sell when you were leveling in KR.
Someone mentioned about how they hated hitting 35 because it meant alot of grinding to 40. The above mentioned Blaster is stuck at 35 with zero storyarcs left. I think all of his contacts want me to setup in Crey's Folly and take down 25+ of whomever they feel like.
Oh yeah I remember when there used to be multiple sniper spawns right inside the entrance of Crey's Folly. You would get picked off as soon as you left the big doors.
The infamous sewer stairmaster next to KR's tram.
Does anyone remember when buildings didn't pop up suddenly in the city? I can recall the construction sites that were setup for both the Arenas and the Universities. -
If you have the original G15, and you want the same amount of G-keys.. Logitech just announced the G510. Basically a G19 with the same amount of keys as the original G15.

I think there is a stealth suppression aura on either yourself or the NPC when you are "escorting" any hostage around. Well I know theres the suppression, I just don't know who it is centered around.
