Actually, they're finally able to get into Pocket D since all the heroes on Virtue are in Praetoria.

Finally, they've realised how unsafe Paragon City really is! :-)
They are all in random office door missions, ready to push you around the map like epileptic bulldozers.
I just checked in Founders and Kings Row in places where they usually build up due to poor pathing, and there are none to be found, except for the static civilian spawns.

They all moved to Praetoria, where the citizens are healthier, better dressed and don't get mugged on every street corner.
They've all been replaced by Supers.
Between the continual influx of new Supers following the first Rikti offensive; the second Rikti offensive; Arachnos operatives regularly causing widespread destruction and chaos; being abducted by the Circle of Thorns, Vahzilok, and Devouring Earth; being replaced by Nemesis automatons; being eaten during random zombie outbreaks; the annual Hellmouth opening on Halloween; and any number of other dangers faced on a daily basis, the non-powered residents of Paragon City have gradually all either vanished, been killed, or moved away.
The population count hasn't suffered all that much due to the before-mentioned automatons as well as new Supers constantly coming to Paragon, which, for some reason (Mender Silos?), has become the hotbed for all superhuman and paranormal activity. Over the last six years, it has literally become a City of Heroes. Any civilians you see are probably either directly involved in superhuman affairs or are employed by companies and agencies involved in superhuman affairs.

You know what, the fact that civs are always invisible unless you are within 100ft of them means that I bet a lot of people haven't noticed. I hope they up the draw distance of them, its annoying that they go invisible so quickly.

I'll add that I did manage to see one civilian at a long distance away, but the second I moved they disappeared. This was in PI.

There are civilians walking around Port Oakes, but really thats the only place I've noticed.
Were do you think all them minions for the master minds come from. With the influx of new MMs they had to 'recruit' form somewhere.
I'm on Virtue right now - standing in AP - and there are no civilians just walking around. They are there as part of the odd spawn event, cowering from Hellions, but I can't see any others.
Is this a bug, a new feature (even the civilians have gone to Praetoria for the new content) or something that happens on high server load?
