It's really the only way this ****storm of pure idiocy could have gone. If they'd picked someone that made sense, it would have gone against everything Rulk stood for. I, for one, would have been disappointed if they hadn't picked someone mind-numbingly stupid for the reveal.

The sad thing is, there was absolutely no good reason Rulk couldn't have been written to be Leonard Samson.
Except they wanted to pull the "we're gonna fool the readers by implying it was Sampson and the have it NOT be him, hur hur" gag.
Or, heck, have it be one of Banner's old split personalities that Sampson had in cold storage that he didn't tell anyone about.

Yet when he reverted to Ross, it grew back.

I know, it's a wierd thing to nit-pick out of the whole story, but it still bothers me.

Well, this largely falls on the shoulders of Jeph Loeb. And as much as I despised the whole Red Hulk saga and the really poor writing of him punching out the Watcher and Thor and so on, I have to have some sympathy for the guy.
He really didn't stop writing comics after the death of his son, and I think it really shows here. Red Hulk reads like the ultimate power fantasy; he can take down anyone, he outthinks everyone, he's just unstoppable. I'm no psychologist, but I can see someone who's lost a child writing a character that never loses.
At least they've brought it to an end (even if the two-year-in-the-building fight between Hulk and Skaar ended in a panel for no reason I thought was good), and we now have the 'Hulk Family'. Whittle it back to Betty, Bruce and Skaar (so long as they ditch the emo attitude) and I'll be starting to be okay with it.

It's this sort of thing that keeps me from reading comics in their monthly forms.
I, too, was most confused about the disappearing mustache, especially since Marvel did a What If ...? collection a while back in which Ross became (the grey) Hulk, in which he retained his mustache when Hulking.
And despite all the stupidity apparently (I haven't read any of this stuff) surrounding the Red Hulk, I will say one thing for him: he's a very pretty shade of red.
