Okay! How do I switch sides?
1) Beat up level 20+ enemies for tips. Bosses in Sharkhead work best.
2) Do the tip missions for Rogue Points. Each mission is one point.
3) Watch out for Public Fame! When you complete a tip, you get 1 Public Fame (up to 5) and they last for 20 hours. No more tips if you fill up all 5!
4) After 10 Rogue Points, you get a Morality Mission dropped as a tip.
5) Complete the Morality Mission to turn Rogue.
6) Repeat for Hero (grabbing tips from Paragon City enemies)
First you get drunk. Then you find a nice college ki-
- Oh. Morality.
Do some street sweeping. Sweep until you get a "Tip". This is a mission that leads you to make a moral choice towards the end. Make the more redeeming missions. Eventually this will trigger A Series of Fortunate Events that let you become a Rogue. While as a Rogue, repeat this, and you will become a Hero.
Note that, as a Rogue, you can do Radio and Newspaper missions, but your ability to contact, er... Contacts... will be limited.

You will get a "tip" as a drop.
Complete enough of these "tip" missions and you'll do a "Morality" mission which will move you one step closer to the other side. Once you've fully switched, you'll be a Villain or Hero.

Defeat enemies who are 20+ and you'll get special Tip missions that drop - they'll appear as a new tab on your contacts list.
Once you do 10 tips, you get a moral choice misison that will let you move one space on the alignment scale - from Villain to Rogue, for example - so you'll need to do the process twice if you want to switch over fully.

I wonder if people who don't have Going Rogue can change alignment. You can get tips and earn alignment points without owning Going Rogue. I might have missed something, but I haven't seen anything that says you can't change alignment with I18 alone.
You can't - Tips are in I18, but morality missions are GR exclusive.

Customers who do not choose to upgrade with the Going Rogue expansion will be able to do "Tip" missions, but will not be able to switch their alignments.
As mentioned in the ViDoc videos, characters have to do a number of "Tip" missions before they can get a "Morality" mission. The "Morality" mission is the determining mission that changes your alignment, and is only available to players who purchase the Going Rogue expansion. |

All right... I've done 5 tip missions; I have 5 Public Fame icons stacked up, and my Rogue meter is at 50%. I keep fighting baddies, but no more tips are dropping. That sounds consistent with what I'm reading.
So it looks like it'll take 4 days:
Day 1: 5 Public Fame.
Day 2: 5 Public Fame + 1 Morality Mission. Now I'm a Rogue.
Day 3: 5 Public Fame.
Day 4: 5 Public Fame + 1 final Morality Mission. Now I'm a Hero.
Is that right?
One thing I am not clear on is what exactly expires in 20 hours? If I get a tip and don't do it right away does it expire? Does the "credit" I get for doing a tip mission expire? I did not quite understand this aspect.

The tips and their missions do not expire. Completing the tip mission creates a "fame" point in the tips' contact area. There are only 5 of those slots. Each expires in 20 hours so once you do 5 you cannot do any more until one of them expires. You will also not get a tip to drop that would put you beyond the 5 (at least as far as all my beta testing could determine).

Okay so yesterday I did three Tip missions on a character for vigilante points. After 20 real time hours those vigilante points expire and I will have to do 5 more missions to get the morality mission to actually become a vigilante. But if I play that character again within 20 hours I can do two more tip missions to "fill" the bar. Do I have that right?

I want to clarify the fame points expire, not vigilante points. There are 3 things to watch on the Tips' contacts.
There is a bar for 2 alignments (your current one and the only other one you can switch)*. Ten tips of that alignment fill that bar and create the possibility of a tip drop for an alignment switching mission. I would consider these to be more accurately your vigilante and hero points.
Then there are the 5 slots for fame points. In theory you could run 2 Vigilante and 3 hero to fill up the 5 fame spots. Each of the fame points has its own 20 hours expiration timer to clear out.
*You will find when you are a vigilante you can either be in Paragon and work on Vigilante (more) or (back to) Hero. These are lost if you go to the Rogue Isles but there you would have the ability to work on going to a Villain.

You need to complete ten Tip missions to fill your alignment bar, at which point you get a morality mission that allows you to either reaffirm your dedication to what you already are or shift one step to the other side. (Villain -> Rogue, Rogue -> Hero, Hero -> Vigilante, Vigilante -> Villain)
Any successfully completed tip mission fills up one slot in your Fame bar for 20 hours. If you don't have an empty Fame slot when you complete a tip mission, you do not get credit on your alignment bar.
