Actual GIANT Monster attack?
The problem with truly enormous critters is that above a certain size, targeting starts behaving very strangely. I'm pretty sure that's been cited as one of the reasons we don't have anything in game the size of, oh, say, Rularuu.
A couple issues ago, I'm thinking during I15 beta, a "MekMan Gigante" was briefly available by mistake in AE. It was there because Castle was investigating the problem, so while I wouldn't hold my breath, it's possible truly ginormous critter will come off the back burner eventsually.
There's plenty already. Even something similar to the Independence Port attack you described.

While comparing to Rularuu those Giant Monsters might seem small, compared to how big our characters can get, those guys are giant. As in size. And as Wonderslug has already pointed out, having monsters that are as large as Rularuu right now is not possible. The devs have problems getting the hit box to work right, if I remember correctly. So while yes it would be awesome for the giant Mekkmen, and Rularuu to be fightable NPCs, right now, it's not possible.
Also, just because you look at the current GMs as "somewhat-tougher-than-AVs" doesn't mean they're not Giant Monsters, which is exactly what you're asking for.
I'm all for more unique zone events and Giant Monsters similar to Lusca (in that it's not just a really really big guy, but something not normally seen in game already), just 'cause they're interesting to fight, but the only place that needs bigger giant monsters is redside. Blueside's monsters are large enough, but redside is severely lacking in this department.
If it's more zone events on a grander scale that you want I'm all for that since the current Giant Monster events get boring after a while, although Wonderslug's Standard Code Rant applies here since anything larger than the Jade Spider is untargetable by the current game engine (although we know Castle is trying to work on it; fingers crossed for the revamped Cathedral of Pain!).

Was thinking Hamidon myself, but would be nice if they could actually move Hamidon into a populated area and start destroying things, I know this is never gonna happen as destroying Atlas Plaza is not an option but can see where the OP is coming from.
Would be nicer if some GM spawns were very rare and not activated by someone completing a tf/sf, if this certain GM appeared maybe maximum 3 times a year, can you imagine the excitement of people rushing to get a piece of it, and imagine the sense of accomplishment when you have finally got the badge for defeating said GM.

What was it - the 5th Anniversary event where they spawned all those GMs and AVs in Atlas and Galaxy?
I wouldn't mind seeing more of that. And YES, more redside stuff. Also - I WANT TO TAKE DOWN A RIKTI DROPSHIP AND GET A BADGE FOR IT! DAMMIT!!!!!!! >_<
Definitely needs to be more redside GMs though. That would be a nice start. Perhaps more multi-part GMs similar to Lusca. UP the rewards for fighting such GMs. Hardly anyone ever wants to fights GMs anymore as well. They can either solo the things or whatever.

How about a mission where you need to stop a giant monster (or two) from running a giant monster's version of a Mayhem mission?
Or a battle ATOP a giant monster, as the landscape passes by.

Perhaps a "swarm" of Jade Spiders would give the illusion of giant menace. By swarm, I mean maybe three to five, nothing porting in at such quantities as to reduce all activity to a crawl.
As a counterpart in the Rogue Islands, maybe a squad/swarm of Malta Kronos units.
As to SuperFerret's idea of a GM mayhem mission, have the swarm target specifically a building or ship (if its a waterfront location) for destruction, much like the Hellions arson buildings. For redside, it would be Arachnos property (got to have at least a little reason to care) That gives a specific reason for attack and a limited time to stop them.
Ah Rodoan's got something there. I like to see more monsters on the red side as well. You would think a place like the Rogue Isles would have things like this all the time.

Now, I love the Zombie attacks, Rikti assaults and whatever that other event is.. But theres a problem! There is no actual GIANT monster. Nothing massive actually attacks the city thats so freakishly huge that it requires more than 8-12 people to kill it/banish it back to the Shadow Shard (HINT HINT WINK WINK).
While I'm not going to suggest a super specific giant monster with a super specific strategy to beating it or how to spawn it. I will implore the Devs to atleast look into creating a massive monster that attacks a part of the world. Not Shadow Shard (Because sadly.. nobody goes there..). Perhaps an area with a large amount of space?
I know how hard it would be to create such a massive, mobile monster without destroying everyone's FPS. But who said it had to be 1 entity? Why not a monster that you have to attack specific parts for to kill it? Such as Left leg, Right leg, Arms and Head?
I dunno, I'm simply speaking my mind.. something I take medication not to do. But considering we're in a Super Hero game.. why aren't there Giant Monsters like the Leviathan attacking Independence Port... or The Giant Robot from ITF attacking Striga Island? Perhaps a Super Jade Spider attacking Atlas Park?
No big deal if nobody likes the idea, but I honestly like the ingame events. They are something special thats been copied by other games that I will not mention here.
