Paragon City maintains huge, insane, massive statues en-masse in several cities, while people starve to death in King's Row. Considering the spread of useless vanity items versus social aid and growth programs.. it's _really_ hard not to think of Paragon City as exactly like the Rogue Isles, only with more tax dollars to abuse.

You need actual canon data to back this up instead of fanon.

A lot of the posts in this thread are people attempting to paint the entire thing with a fanon brush instead of looking at actual canon.

You ARE talking about the real City of Heroes, and not your imaginary version of it, right? Have you just never gone to the southern side of King's Row? Or are you just one of those people who MUST be right even if that requires denying reality?

How can homeless people tempted by Rikti into becoming Rikti servants not count as homeless people?

If the Lost aren't "real" homeless people lured into working for the Rikti, then why does the canon plot insist they are?

There is no legal requirement to deport foreigners convicted of a crime in your country. There is often pressure to do so but it is acceptable to hold them for the length of their sentence and then deport them.

Points to keep in mind:
1. With the exception of Arachnos troops Rogue Island Villains do not meet the requirements to be considered PoWs. Specifically they don't wear a uniform identifying them as members of an organized military and therefore can be treated as spies rather than soldiers
2. There is no declaration of war between the US and the Rogue Islands and standard Arachnos procedure is to claim that any troops captured in Paragon City are actually rogue A.rachnos troops. Therefore legally any captured Arachnos troops are not POWs but simple criminals
