It does give you money, but not even close to 168m. You probably misread the number.
A game is not supposed to be some kind of... place where people enjoy themselves!

This includes any crafted enhancements (even PvP IOs and Purples) and hami-Os. There is no false total, you must have misread the number.

The respec window said that I was going to get 168 million Inf for these IOs if I chose not to slot them.
Apparently, you don't receive Inf for crafted IOs but only ones that you can buy from a vendor. This is not a problem in and of itself but I feel cheated because the calculation in that window showing how much Inf I was going to receive did not reflect this.
I think that it should plainly state exactly how much Inf you will really receive and not give a false amount.
I now have a level 50 Dominator with no enhancements and no Inf. I am not pleased with this situation.

Part of that is wrong.
Unless something has changed since the last time I respec'd (which was back in February of this year) you DO get back inf on crafted IO enhancements. You receive half of the crafting cost on IO's.
When I was getting the memorization badges on my main badger, I sold every IO I could and stored the rest (I.E. the crap ones) in my base. Then when a toon I have that is in the same SG would need a respec, I'd pick out 10 of those 'useless' IO's and at least make some of the inf back. It's worked like that for as long as I can remember.
One other thing... how in the world did you get a lvl 51 Numina IO? I thought that IO's stopped at lvl 50.

I have to agree I've respec'd a lot of toons in my time and never gotten less then the displayed amount. Even when I've let a set go.
IIRC like one of the other posters stated it is showing vendor values for anything becuase... well honestly if there is no vendor value there is no real way for it to make up a value for it so anything not vendorable will list as 0 (see the HO screeny above). But if your are positive you got a false number I would /bug it. That is the only way you will even see your inf returned.

Don't remember (been so long since I've respec'd anyone), but does the influence display on the respec screen have commas? Seems like the OP might not have counted the digits correctly and missed his total by a factor of ten. 16 million and change sounds more realistic than 168 million.
Loose --> not tight.
Lose --> Did not win, misplace, cannot find, subtract.
One extra 'o' makes a big difference.
