ahh one of those classic MMO discussions that will divide players into two camps:
In camp one you have the purest who will say Hell no to a bank. They belive things should be hard. They are against making things easier for the general masses. They relish the grind of the game... probably, because they have the time to play A LOT.
In camp Two you have what I belive is the majority. Your casual game player that just does not have the time to waste figuring out who can we trust to pass a recipe to our alts.
You can make a bank an unlockable. You could just make it the next cool feature you give all players. But it's to way long overdo.

Actually, wouldn't "the masses" get the least out of this? You know, those people who don't have a lot, wouldn't transfer a whole bunch. Whereas the people that do the hard stuff ("the few" in your definition), would get the most out of it, being able to transfer large sums to their other characters.

Why did I get Neg rep'd, with the comment "for Freedom!!", when I wasn't advocating deleting Freedom in the first place?
However, now that I've been neg rep'd for it. Nuke Freedom!! (server, that is)
There I was between a rock and a hard place. Then I thought, "What am I doing on this side of the rock?"
Personally, i'd love a bank. Heck, why not use the safe in the base? It's IS a vault afterall. Most vaults i see in banks have money in them. I don't understand the previous posts about the inf, those situations dont make sense. It's a heroes job, yes, BUT the game offers a way to train your toons and those ways cost INFLUENCE. I have dual accounts so inf transfers are no problem for me, but i'd hate to trust someone in this game to transfer, say, 400mil inf or better if i only had 1 account. Or a set of purples.

So, after I transferred my 1 million influence to the level 10 I believe toon, he started to head out to the train as if he was leaving. I said "wait up" and and he wouldn't stop. I sent him a tell and he never responded. I noted his name as he ran off with my 1 million influence and reported him to CoH Support Staff. Needless to say, I never saw his toon name again so either his account was deleted or he deleted his toon, who knows? So, I can see how someone would get nervous over something like that. I can say it took me a couple of days to cool down when he ran off with my influence but I eventually got over it.
With all that being said, I myself have always suggested this as a good idea. Take a look at WoW. I know, CoX is not WoW but they have a mail box system that allows you to transfer your gold as they call it in WoW to your other characters in game. I know there are those that say this would spoil the true nature of what CoX is meant to be. If you gave all your lowbie toons influence then what incentive would they have to earn more? I would say plenty. Keep in mind that in the early stages, it's always tougher than dirt to make up for not having enough good enhancements to purchase until you can reach higher levels and earn more influence. I am sure the dev's could find a way to structure this in game so it couldn't be abused and would reward those who play the game. Also, this might just put an end to ALL those absurd junk emails we get from people wanting to sell us influence.
Keep in mind that in the early stages, it's always tougher than dirt to make up for not having enough good enhancements to purchase until you can reach higher levels and earn more influence.

The only people I encounter that are in desperate need of inf are the powerlevelers that make a mad dash to level 50.
Even if a player chooses to use the regular enhancments like TO's, DO's, and SO's, a million inf is more than enough to cover replaceing them every 5 levels until they get to the higher levels and start earning more influence.

Actually, what he did wasn't exactly against the EULA or ToS. If you give someone Inf and they run off, there's nothing a GM can do. Really, it's like handing someone your bag full of expensive stuff because you forgot, I dunno, to buy a packet of milk back in the shop, and when you return, you find he's nowhere to be seen.

Bank -- yes, please. Having an account-wide vault, or bank, that characters can access would be a very convenient feature. Personally, I would probably make little use of it, as I currently rarely ever transfer inf between characters. I use my base to transfer crafted items. But, I've played WoW (no longer). I've played Tabula Rasa (RIP). I also now play Aion. This feature seems to be a MORPG standard item based on my (albeit limited) experience. I suspect this feature would make newer players to the game feel a bit more at home. Personally, I always thought they could have made the existing (and nearly useless IMO) e-mail system more robust in this regard, by adding the ability to attach influence, enhancements, salvage and recipes to outgoing e-mails.

LOL!!!,..you know, I should have known better and yes, it was like playing Russian Roulette. I remember when I sent my complaint in they said they'd look into it but never got back to me with an answer to what they found out as they said it was considered client confidentiality. So, you're probably right. I lost out on that one and shouldn't have given him my sack of goodies to run back to the store for some milk...

And what levels would those be? 1 thru 5? Ever since I9 every character I make (heros and villains) has at least 1 million inf by level 10 and they are completely IO'd out. I don't play the market. In fact my richest hero lvl 31 blaster only has 4.6 million and my richest villain lvl 50 MM has 13 million. All I do is sell my drops and sell my crafted recipes.

(Not any worse than this one SG I used to be in on Pinnacle... Everybody... and I mean EVERYBODY(about 80 people) in that SG sans me (cause I logged in on that toon today) has been offline for over 120 days... The Base upkeep hasn't been paid since August and everything was non-functional. So I guess I'm not that bad.
Still... No nukie Freedom. Or... ummm.... I will slap you with a 2 week old dead fish!
