So why do we all accept that fury is bugged and cannot go past 90?
I personally don't have a problem with the current Fury generation and fury bar. That last thing Brutes want is for Castle to take a close look at them.
I've seen the damage cap too many times during an ITF to give a damn.
Brute damage output at 90% fury is on par with scrapper damage at 10% crits so I give even less than a damn.
Brutes have higher base HP than scrappers with tank mitigation and HP caps so my level of give a damn is now capped at around .000000001%.

Why have an unobtainable fury limit?

The words unobtainable and limit are not really made to be used together like that. When something is unobtainable it is not exactly a limit.
The argument that the maximum damage bonus was originally supposed to be 200% is hardly a good one. Many things are not what they were originally supposed to be, but the important question is whether they work or not.
So, if you were saying that brutes underperform because of this bug you had a point. But somehow I can not see brutes underperforming. Extensive datamining may prove me wrong, but I do not think brutes are weaker than other ATs and need those extra 5%ish more dps.
Since I mainly play villains and brutes are not exactly my least played AT I would certainly be happy about this bug getting fixed, but somehow I doubt it will happen without Castle taking a good look at AT balance first.

I've been above 90% Fury on the combat attributes monitor a couple of times, but it always drops back down too quickly to get more than one or two hits off and almost always due to being at the aggro cap. The only times I've ever seen 100% were when Patron attacks (and Power Sink) were bugged to spike your Fury bar to the cap.
And I really don't see a problem with it working that way. I also agree with Clouded: the last thing that Brutes want is for Castle to be taking a look at them in terms of balance.

I don't believe it's a bug. From what I understand, that last 10% is intended to be REALLY difficult to obtain. That is what I have heard devs say about it.
It may actually be harder to reach lower levels of Fury, but it is easy enough that most people don't notice. Supposedly there is a cap on the level of Fury you should be able to achieve without attacking, though, you will need to use attacks to get above that limit.
As mentioned, when powers in the past have been bugged it's been obtainable, so it's not that the bar won't go that high.

I'll just consider that last 10% as incentive. If I haven't obtained it, then I'm not rampaging hard enough.

Fury provides a 2% increase per point up to 200% damage at full fury. Interesting enough, it is impossible to go past 90 fury in my testing even with stacking bosses or arch villains. This means we only cap at 180% damage.
Now Castle is probably going to say "Well Brutes are fairly balanced, maybe even overpowered, there is no need to fix this" -- It still is something that has always bugged me. If this is Castle's response, why not just make the cap of fury 90 but the bar appears full. (In other words, at 100 fury you get 180% damage increase but it still increases at the same ratio as before but can be capped... so its only changing visually) They could also add something like hitting an enemy at full fury adds the words "SMASH" or something of that nature |

But the 100% is attainable and can be maintained if you dont kill off stuff fast enough :P
Cause you kill off stuff fast enough , and have very few things hitting you the fury drops really fast , but past 85 fury the drop rate of fury is too fast and done for a purpose .
Did you try to stack up huge amount of minions that attack you while you cannot be hit
By popping purples or activating some accolade powers in your test.
And do crappy damage to them , think in that test envoirement you will find you can maintain it around 95% fury. just they dont last long .
I find that the our inability to reach 100% fury is purely a cosmetic one.
the update of the graphics and real numbers is a lot slower than what the server actually processes. Fury on the server may hit 100% but when it's time to send the data for real numbers and the flashy bar fury has allready dropped back down to 90%.
So the apperance of unobtainableality of 100% fury is just something we are going to have to live with

So you can get 100% But it goes away faster than say it would at 65%.
