So why do we all accept that fury is bugged and cannot go past 90?

It depends. If 20% more damage buff matters, then yes, it matters.
If 20% more damage buff doesn't matter, then no, it doesn't matter.
For me, I calculate my attack chains based on 90% fury or 180% damage buff, so anything that does show up beyond that is pure gravy.
Would I gripe about it if they made it a little easier to get a little closer to 100% fury? Hell no. Am I that concerned about it? Hell no.
I'm about to get a claws brute.
