I had the same happen to me with an entire team, i was soloing on my peacebringer and this entire team of 50s runs up, click a door, and run.
Didn't bother reporting, gms probarly wouldnt do anything.

That was being done to me by a loser in Steel Canyon today as well. I reported it but, like has been said, chances of any GM's bothering to do anything about it are zero.

I've also had this happen I just ditch the meatbag by going to the WW or BM for a while and then come back later tis really the only best solution for now me thinks 
In all seriousness there is not a lot the GMs can do about this as there is nowhere it says you are responsible and must clean up the mobs you spawn. Some people may be blinded by ToTing madness to get the badges and all 33 Cossies on as many of there toons (well the cossie badges if they leaving the spawns) that they are just clicking as many doors as they can.
If the continually following you and doing it as you aproaching a door I think then you have a case for harrasment but if it is occasionally as they running a circuit of doors I think the only thing you can do it move to another area of the map or another zone if possible.

I was in a bliss of ignorance thinking my diff level probably caused it before noticing a team running about clicking doors. Come on are cossies and badges really valuble that you have to rain on other people's parades? I did go move to another zone (a lil secret area with lots of doors that hardly anyone uses) but thats not the point. If you're ToT'ing then its your mob and your problem deal with it!!

Steel Canyon, in my example, has an array of apartment blocks with two front doors side by side, both of which can be ToT'ed. You simply run up when someone has clicked one door and use the other to drop your high level spawn on their head.
And I know it was harassment because she tried it with one and when it didn't work, waited to have another go after I moved to another set. It's also usually obvious when such people aren't moving through the doors in any logical fashion. People who have accidentally done it can be found at the next door with a look of surprise on their face upon seeing you, not a thousand yards away and still going as fast as they can.

Found a new game tho and if you get a couple of full teams and start at the ferry and head to the Portal Corp Gate and stand by the guard towers, after clicking as many doors as you can on the way there, You get some herd that is well worthy of being an invasion all on its own. It is awesome fun. Just warn people it is happening as they might wanna stay away from the main road whilst approx 200 mobs running down it to get you ala micheal jacksons thriller

Its only a bit of debt of course. And remember, global ignore and a note is your friend. There will be a time when they need help and guess what? You recognize them for the jerks they are and take petty revenge. If they are blacklisted enough, they wont have much fun in the regular game anymore.
You cannot hide anymore and your gamers reputation is at stake.

If you've got your chatlog saved then add it to the petition on the NCSoft support site as this is clearly harassment, or better yet, a screenshot showing the UI and the broadcasts.
Honestly, i would just clearly ask them to stop, and if they don't attach the chat log and appeal it.
If they don't stop when asked, it's harassment.
I jsut go and ToT in quiet places as I know it irriates people who may jsut be exiting a mission to find a gang of witches and pumpkinheads waiting for them, i'm very careful with my high level toon, I done it accidentally once but at least i stood there and told the lowbies to run as i delt with the werewolf. See people that run around doing it to [censored] people off just have no respect for other players at all, just leave people to have fun.

I was last night in the Zombies invasion in PI Defiant; I was so happy when I earned the 4 event badges in my stone tanker, however when it finished and I went to the ferry on foot I saw lots of zombies, witches, werewolves and vampyres up and down the main street, attacking everyone; as I was lvl 50 I didn't mind because they didn't even hurt me, but I understand the point of view of people lvl 40+ being attacked and defeated by event mobs that clicking doors people left behind because of their badge hunger. I think shouting it in Broadcast cannot be enough to prevent it, maybe simply standing in front of a big group of doors should be enough to earn these badges, specially for a full team, instead of running away from a door to the next.

I guess the most you can do is put the griefers on ignore, then at least you won't have to team with them at any point.
must admit that at the momment im running round clicking doors and not killing mobs as I only need ghosts and I have only gotten 3 so far. 
But what I do, do is click a few doors have a large mob chacing me and the go stand next to a drone.
I guess thats ok as long as you can keep track of the mobs and they don't aggro onto some innocent lowbie.
Yes the ghosts have a rediculus spawn rate. If you dont care about xp, i would suggest you enter a Trick and treat team (the more the better). This increases the odds of getting one. As more players = more spawns (ok less treats for you but meh)
I've given up getting "Buster" badge solo. I fear how many levels I will need to do Trick or treating (on lower level chars) just to get ghosts.

I solo'd the buster badge last year - I solo'd all of them on half a dozen alts, but I won't be trying again this year, the spawn rates seem very out of whack.
I'd left my brute last year needing werewolves & vampires, so I logged on last night to complete. Five minutes later after my second werewolf, I got the badge for those; 40 minutes later after my fifth vampire I got the badge for those.
In all that time I saw two whole spirits - I lost count of the number of witches and zombies I killed to get to that point, but I'm guessing probably enough to have earned those badges all over again.

That's THREE separate Globals who have decided that it'll be funny to take their level 50s out in Granville and open doors in front of a team of level 40s to 43s.
I'm not talking accidental clickage as we pass each other, I'm talking about following a team around and clicking doors at the same time as they stand there. Grrrrrr!
All of them petitioned, but let's face it, nothing will ever happen to them.
