Also I wouldnt be surprised if a dead zones like Boomtown get a revamp. You know the places where nobody goes unless they realy have to and are out of drop mission options.
Basicly every hazard zone is a waste of server space now.
Lies, I enjoy the Hollows and Striga Isle. It's the regular zones that are boring because of crappy story arcs (any not many of those either) and boring contacts.
I think we'll get the City Vault before I13. I think I13 will have:

I14/I15 should also bring the Dual Pistols powerset for Corruptors/Blasters/Defenders.
I don't think we'll see player-generated content until next year - I think NCSoft will want that issue to coincide with the release of Champions Online (I16?). I don't think we'll see an underwater zone until next year either, but odds are it will be the Coralax city zone, perhaps with a TF against Merulina, with the unlocking of a Coralax Hybrid Epic AT (available to both sides) as reward for completion. I don't think "Going Rogue" will happen at all - more likely that they'll just add a way for us to unlock all non-epic archetypes for both sides.
A muscle slider in costume editor, ie muscular females should be possible
Automatic calculation of character weight in costume editor (nice for making accurate bios)
Poison control powerset for dominators
Some API for web developers to embed character stats in their website.

Agreed. I really enjoyed Eden, Crey's Folly & Dark Astoria in particular when I duo'd my warshade with a friend's controller.
I don't want to see the spawns changed in size in any Hazard zones - they should be more dangerous than city zones - but I would like to see some storyline contacts added to them (and hospitals/stores/trainers) to expand upon the lore of those zones and the factions there (like Striga, Croatoa and Faultline have), starting with Boomtown.
Shields are almost definate. I think the only reason they didn't put them in i12 was lack of custom choice and a few minor power changes needed that weren't used by NPCs. I mean, some people don't want Roman shields. Medieval is nice too. However, I have a feeling these will not be availiable for Stalkers. A shield is kind of... noticable.
As for the Empathy powerset for Vils, a Mercy powerset would work. Oh I feel a bit merciful, you have served me well, enjoy working for me even more.
Moon Base - I think i14 for any new zones.
Cimerora extras are definately welcome. There's just not much to do there, and they have lots of characters that might have interesting Arcs. Great TF, but really, that's about it. Repeatables are just so you can keep fighting the Romans if you wanted. Honestly, these are probable.
Costume pieces - I hope to god there are some. I'm running dry on the ones I've got. Need a nice update to my wardrobe. Oh, and some free costume changes. Please? I'm poor.
Anything else? Oh yeah, Hazard Zone revamps. With the great work already done on Hollows and Faultline, expect more. Boomtown oughta be next. Who knows, completely rebuilt Freedom Phalanx HQ? Complete with the full Phalanx all neatly around a table? Only time WILL tell!
Or we'll get given a few measly pieces of [censored] and have it hyped. Who knows? ;P

I am surprised to see that there are people enjoining the hazard zones. When i run through them i dont see anybody at all. Then again I am not in them a lot. But lets hope they can make the zones at least a bit more interesting for everybody then.

If you have a good enough AT you can level faster in them than in missions. My Warshade farmed creys folly from 30 - 38 in record time (my record time obv ).
Edit: The good thing about hazard zones is that you have to keep on your toes otherwise you will die, dont want this feeling taken away from the game.

Shields would be cool ^_^ Id also like Broadswords on villian side. Failing that, maybe just more weapon customisation/invention costume parts.

Positron mentions in the interview on Split Infinity radio when asked about Player-created content, that we will know all about it this summer, which suggests that it is coming a lot sooner than people appear to expect.

Nothing, near enough - Posi's said that doing this properly would need a major rejig of the graphics/animation system, so don't expect anything remotely soon.
They might be working on that rejig in the background, but to date no statements that they are (much less a timescale).
I expect and hope I13 to bring a revamped matchmaking system that will help people to find teams instead of expecting teamleaders to pick them, like it's now.

-a true base building system, equal to the one in perfect world.(ok, i like to see it, but it's never wrong to mention:P)
-some sound FX are improved to make it less annoying
-motion improvements, in both moving around and attack motion
-better looking hair, one that look like hair instead of the plastic hat we wear all the time.
-engine improvements, like clothing effects and better graphic FX
-an option for sleek with skin, wonder why it's not there, but ok.
-able to use the "enter" button to accept the character.
-more places to scale your body, so also the thickness of your legs and arms.
-more weird body peaces, not only monstrous but also spider, snakes and maybe even rikti body peaces.
-improvement on fly speed, to match to it's disadvantages.
-remove the movement delay after you use teleport without fly.
-like the villains, give heroes also a bar with a bonus.
-real dragon wings, the current one has a mistake, dragons don't have a nail on there hinge point.
up until now...that's all.

Thats quite funny!
It's almost certainly based on real anatomy. Bats and pteradons had that. It's because the wing is just a development of the hand, or forelimb. Which is why you'd never get "dragons" with wings and 4 legs, because there isn't a naturally occuring base anatomy for it to evolve from.

Absolutely - it can be a nice fun challenge and a good way to find the limits of your build in PvE.
I still usually prefer missions as I enjoy the storylines, but I like the option to hunt outdoors for variety's sake, especially when levelling a build suited to it (Warshade definitely - I also did L45-50 in RWZ with my EM/Elec brute as it has boss/lieut-heavy spawns which suited him well - I may do the same with my stalkers). I've done most of the arcs in the game at least once, so if I choose to hunt outdoors I know I'm not missing out on anything I haven't seen before.
Several times I've also found outdoor hunting in hazard zones much faster xp with more drops than doing missions (greater reward for a greater risk/challenge, as it should be) - not just because it eliminates zoning times and travel to/from missions/contacts, but because spawns are larger and closer together.
