I do that, then it gets to where it starts talking about the fortunata and then asks me for my rating, which I give and it goes no further. What am I doing wrong?

They won't get Shockwave, will get Wail instead. They also get Telekinetic Blast instead of the far inferior thrust, and they will retain all their previous Blood Widow powers, I think.

I don't know about Longbow, but Hero Corps get paid for it. Check the exploration badge description you get next to Henry Peter Wong in Atlas (can't remember the name).

Actually, heroes work (loosely) for the Freedom Corps, of which Longbow is the military arm.
