I've got an ice/psi with over 1000 hours of playtime, so feel fairly confident with my advice.
Ice is end heavy, especially if you run AA a lot. During leveling, definately take Stam. DP isn't up often enough for it to be your only form of endurance recovery. When you reach perma levels of recharge, and slot DP for hefty recharge, then you can quite easily survive without Stam if you have a secondary end recovery power then good.
However, unless your recharge is high, DP is not a reliable source of end, as it only lasts 30 seconds, so unless you have a small gap, you fill find your end flagging unless you hit Domi again.
When you get into crazy recharge levels like mine, I have about a 2 second downtime on DP, and that's without optimal recharge slotting. I run AA, SS, Manoovers, Tactics, Patron Shield and CJ and none of those are overly slotted for end rdx, and I have no secondary end recovery power at all. Yes sometimes I run out of end in spectacular fashion, but even against one mob, with 1 end IO in DP, I still get good recovery.
So, while leveling, get Stam, it will help. When you get high recharge, you can easily survive with DP just slotted with one end mod IO (thats all it really needs, capped recovery vs 4/5 mobs) and a secondary power, even the GW one will serve you very well.
As for the patron, I went with GW because I wanted Soul Drain, so took the shield, Soul Drain and Dark Oblit. Soul Drain so nicely fits with the PBAoE melee playstyle that ice/psi practically demands.
So have an awesome time playing it, it's a lot of fun! -

1. Go into the folder where CoH is, for example c:\program files\city of heroes
2. Delete the .prv file in there as per instructed by TheOcho
3. Rename the cohupdater.EU to just cohupdater (if you're in Vista click all the appropriate YES buttons as per normal)
4. Right click and run as Admin if in Vista, or just double click cohupdater
5. When it asks where to put the files (as it's now wanting to install the US version) just say NO! and Cancel.. quit out of the Updater.
6. Go back into the program folder and rename the file back to cohupdater.EU and run it again.
Hopefully that should work! -
I put my mez protection on autofire, as it stacks long enough that even when stringing attacks together, I'm still covered.
I put Hasten and Rage as binds on my keyboard's numpad, so that they are easily accessible. Having them bound makes them easier to manage, because I can triple stack rage, but only if I want to have zero end left after all the crashes.
I don't need Hasten between mobs, or Rage, but I don't like getting shot out of the sky by something. -
We had one or two players DC and one who quit the team earlier for other reasons, but the leader was the same for the whole thing and had no problems.
So was this just a random occurence, or is it something that happens regularly. I don't really want to run another Synapse again if I am going to have to quit it again. -
Tonight we got a team together to run the Synapse TF as my tank needs it for the accolade.
All was going fine untill we had the 'Clear all Clockwork from headquarters'. We blitzed it, then were given, the same mish title, in the same place. Thinking this was just part of the usual endless clockwork fest, we plowed on, untill we completed the mission, and it gave it us a third time. Same title, same bosses, same place. When it gave us the mission a 4th time, and still no GM response (they responded, as they do, once everyone has given up in despair) we all gave up as it was getting late.
So has anyone else experienced the groundhog day mishs experience that we did? Is it a new bug, or an old one I've missed?
This to me is a pretty serious bug. Synapse is tedious enough without needing to do the exact same mish several times, and if you cant complete TFs, it seriously dents an already dented enjoyment of TFs and the game in general. -
From my SS/Shield Brute, I can tell you that pairing works very well indeed and is great fun to play.
As for the rage crash, if you have perma-rage, and maintain it, you get the damage crash, but not the defence crash. If you forget to fire Rage before it ends then you will get the def crash for sure, but that's only going to happen if you dont have enough recharge to perma it (which is easy to do) or you are out of combat and don't need it anyway. -
Well at least we have a red name comment on this issue now, but as usual amounts to "Soon TM"
I can see where people are coming from in that not all are interested in running tough diff TF/SFs, but for those of us that do, I miss it greatly. Gone are the days when you could get sometimes a couple of levels on an ITF, and now the exp rate is much less. Gone are the days where my Domi thought for half a milisecond before running in, as he just isn't scared of +0 bosses.
I think GG was right on the money, put a difficulty slider in the mission contact, and don't include a -1 option. I can see why this was done for arcs etc, so that low damage toons could still solo, but putting this option on TFs was always going to be a joke. But then tbh, I always saw the -1 option as cowing to people who create low damage toons and expect to solo, or people who just want to speed run things.
So please Devs, sort out this problem, as it is plain to see that it is affecting the playerbase even if on these forums it appears to be a minority.
The members of my SG and I eagerly await this to be fixed properly without managing to mess anything else in the game up royally. -

- I'm not sure 6-slotting Obliteration is worthwhile. The set bonuses for that aren't great, and with a frankenslot IO there you should be able to max out Acc, Rech or Damage.
Hope that helps, but I'm just a bit puzzled about some of your choices.
AoE immobs are indeed questionable on a dominator, especially Frostbite as it conflicts with Ice Slick. However, on my domi, I eventually picked up Frostbite as an extra source of AoE, the purple hold proc also helps keep stuff close to me and also in my Arctic Air. It's also nice for dropping flyers. It is a very situational power though and not one to use with Iceslick, unless you are sure you dont have aggro.
Don't skip Psi Lance, it may not seem like a overly usefull power, but Snipes are usefull sometimes, and it's nice to have them when you need them. Psi lance is also 175 feet compared to the normal 150, so it's also one of the best snipes.
Glacier is great, but only if you plan on being in melee (which with this set pair, you should be unless you can't survive, ie vs Statesman) I love glacier, and wouldn't get rid of it, ever.
Psi Scream I specced out of when I hit 38, and have never missed it. If you plan like this pairing is made for, in melee, then it gets very annoying jumping in and out of the mob all the time, when your arctic air, PSW, Mind Probe, Drain Psyche and Glacier are all best used in melee range.
5 doc wounds and an end mod IO I found to be the best slotting for Drain Psyche (when I had it slotted with DW anyway) the End mod IO means you get maximum end recovery off 5 mobs, and a pretty good recovery rate off just 1.
On a /psi domi, if you go with the mu patron pool, it is actually very easy to go without stamina entirely if you have enough recharge. If you are aiming for permadom levels of recharge, then you should have more than enough. Mu has some great toys for domies, powersink is great, ball lightning adds to your aoe, surge of power is a god mode, and Mu Guardian is one of the best pets in the game.
On my domi, I have no stamina and no powersink, but I do have pretty much perma Drain Psyche, and I also run manoovers, tactics, AA, Stealth, CJ and SS all the time. If you manage your end properly it rarely gives you problems.
I see no problems with 6 slotting Obliteration, but only if you have some spare slots. Adding Defence to a domi is great to do, but if your initial goal is to reach perma dom, then use the slots for that first of all.
When I get more time, I will look at a cheapish perma build for you to at least give you some ideas of what you can achieve.
For now I would say, create a build without Stamina. Create a build with as many lotg +rch as you can reasonably fit in, as these are seperate from the 7.5% you get from things like Sting of the Manticore. Look at getting the Mu patron pool. Don't 6 slot things for the sake of it, use what you need for the recharge, and then see what slots you have left at the end of it. Also, if you are going to bother slotting Psi dart, either 5 slot it with Decimation, or dont put any extra slots in it at all. Also, look on the market for what purples are relatively cheap, things like confuse, sleep, immob used to be cheap, but i'm not sure any more. The sleep power, while pretty much useless, if you can get a cheap 10% out of it, may well be worth it, at least till you can replace it with better. - Can you explain Frostbite? There is no actual key bind for doing what you ask, or if there is, I've not found it yet.
Personally, I bind "targetenemynear" to q, and "targetenemyfar" to e on all new characters. A combination of hitting q, then using tab generally will go from the closest mob to you, to the ones next to and around him. It's not fool proof, but if you are looking in the right direction, it does a pretty good job usually.
The key is really the camera angle. If you cant see things, the tab button usually wont select them. So if you have lots of mobs close to you, zoom out, and the tab button will often work better when used in conjunction with targetenemynear. -

Well I got my fire/ta corr up to OSA level the other night, but I noticed OSA didn't seem to be scourging. I tested it out tonight only lighting my oil slick, several times, and not a single scourge tick.
My dreams of a massive scourge cloud from RoF, OSA and fireball have been shattered.
So is this WAI? Or is it just broken? Does it not get a scourge effect 'cos it is a secondary power, or because it's a pseudo-pet power?
Has anyone else seen a scourge message from OSA? -

I seem to crash more, have more stabilty issues (and not just me, my entire team) and lots of bugs that still exist not fixed, with a host of new ones too!
We ran an MoBSF tonight, and most of the mobs were lvl 49, including most of the AVs, including Reichsman! I'm glad we failed it as getting it when the AVs are not even proper level just feels dirty to me.
But then the reason we failed it was because one of our team managed to somehow die, while phased, when she didn't even have any form of phasing powers.
I get the fixing the level thing, but I can see it being abused easily.
At least the MM temp power currently works! -
I'm no where near perma PA yet on my illu/rad troller, but this thought did occur to me.j If one player did get perma PAs, would it be possible for one illusion troller to keep Lord Reculuse tanked without risk to himself?
I know that when PA drops it usually transfers aggro to the troller if a tank doesn't have it, but if the PAs were perma, does this still happen?
Has anyone actually managed to successfully tank LR with Phantom Army?
If two illusionists are on the team, can they take turns to put PAs on LR to keep him tanked?
I would love to know if this is possible and a good tactic! -
The members of our SG eagerly await the return of tough difficulty TF/SFs.
We used to run max difficulty LGTF races, with two teams trying their best to complete it as fast as possible, but with the difficulty of Purple mobs pounding on you.
Seeing white and yellow mobs all the time is getting boring on tfs now.
I can understand stopping people doing TFs at -1, but not allowing us to do them at tough difficulties is just plain annoying and dull. -

Also, why can we not be contacted globally regarding an issue? It is very frustrating to wait around on a toon hoping to catch sight of some light blue text pop up in your chat window, and that you are afraid to go off and do anything else incase you miss them, and then have to wait several more hours.
The support system needs updating and improving, especially EU side. -
I am not sure if this is the right place for this, as we seem to have lost a general discussion section of the boards.
I am an EU player and I'm wondering if it's just the EU players that have to put up with the terrible level of ingame support.
I got aflicted with the bug in this link over the weekend. I was on a long Flash Back arc solo on my scrapper, and didn't want to have to restart the entire FB as I was near the end. I sent of a petition, and then set about chatting to friends, looking stuff up onlilne, watching a film and generally killing time. It wasn't until over 24 hours later, 1 bug report and 2 more petitions that I finally got a GM come to help me. I was not logged on to the same toon for this entire period, or even in game, but I was logged on to that toon for about 3 to4 hours after the initial bug report, and after the second another 2 to 3.
It then took the first GM that showed up quite some time to realise that the mission was obviously impossible for me to complete, and finally he asked me if I would like it completed. A second GM messaged me about 20 mins later, and while a lot more courteous and apologetic, was obviously too late to fix the problem. Later when I finally finished the arc, the timer read over 35 hours to complete the arc.
This is a bug that has been posted on these forums since July, and has obviously been an issue since before then.
So I would like to know if the Devs and general community think that over 24 hours for a GM response ingame is acceptable, even during a busy time such as 2xp weekend. If you know you are going to be very busy, you get more people in to maintain a good coverage of service, something that seemed to be lacking this weekend.
It also seems that you have to actually be logged onto the toon with a problem to recieve any kind of help in the game. Sadly, I am not patient enough to have the time to stay logged onto the same toon not doing anything, for what could be several hours, if not longer. On another toon, not this weekend, I had to wait over 4 hours before a bugged mission could be sorted, by which time I had redone the mission and leveled up a few more times.
I think this level of service is poor at best, and would like to know if its just us EU players that get treated so poorly. Also, other members of the community should use this thread to post about how long they have had to wait for GM help, their opinions of the service and other tales of woe at the hands of GMs. -
I got this very irritating bug on an FB arc for Angus McQueen - Defeat Po'Ken, Find Lost info, and the mission is in Brickstown. I used the mission TP to get to this mission, and it has taken me to the steps of the building.
I bugged and petitioned this, and even though it was yesterday, have still yet to get anything other than the automated response for the bug report. If any Gms/devs are reading this, then please step up your EU servers in game support, waiting this long to get a response is really unacceptable. -

I just watched Episode 20 of series 2 of the awesome The Big Bang Theory. They go into a comic book store and there is all sorts of Co* promotional stuff! There is an awesome "Freem!" T-shirt, a guy in a CoH symbol t-shirt, and several card board cut outs and posters.
Good to see that Co* actually has some promotional things out there!

The thing I would would like to see most of all is to add a level range filter on the search options. If I am lvling my new lowbie toon, I would like to know which arcs are suited for my level range, and on my lvl 50s, which arcs start off as 50, and then suddently diminish you to lvl 15. A way of filtering this would be great!

I think it was an Arc called Death for Dollars. The first mish was absolutely insane, all Thugs MMs. On a team of 8 set to 4th, the amount of enemies coming at us lagged us all to hell, and when the Brute decided to pull a second group, and the other brute got a third, then the 2 ice blasters and 1 ice corr decided to nuke the lot, the massive lag spike from all the death, and then the massive pile of bodies afterwards was one of the funniest things I've seen in the game. The rest of the arc was pretty crazy too!
