AVs are double the mission difficulty setting

Been going on for a while now and so now with TF's at -1, flashbacks at minimum spawn level and regular content normal but with x2 difficulty AV's they've finally succeeded in knackering the settings of the entire game...
Don't know if it's as simple as doubling though, we had a level 42 +2 enemies villain team that spawned a 47 Numina in the conclusion of a patron arc, that was all kinds of not fun, especially when her incomings started as well...
The pellet with the poisons in the Vessel with the Pessel, the Chalice from the Palace has the brew that is true...

Apparently 3 weeks or so is "a while".
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I posted this yesterday in the wrong forum, so reposting here.
Are AVs being set to double the level of mission difficulty a bug or intentional. Right now if I set my mission difficulty to +2, I get +4 AVs. If I set mission difficulty to +1, I get +2 AVs. +0 mission difficulty gives me +0 AVs.
Personally I do not like this and am hoping it is a bug. I like having the cannon fodder at +2 difficulty with high numbers of them, but I am not IO'ed out to be able to take +4 AVs. And the friends I play with are similarly IO'ed out as I am. If I had wanted +4 AVs, I would have set myself to +4 mission difficulty.
