People who TP foes into the drones are complete scum.
PvP is meant to be an enjoyable fight - not debt-harvesting for complete toss-bags.

AFAIK, debt was removed from drones AGES ago.
I will personally TP someone into a drone if there is a large pack of villains at the hero entrance. If we need the space to breathe, or need to even the odds a little, i've never had qualms with doing that... especially when I get TP'ed out of the hospital. I wouldnt have any problems if they finally implemented something to prevent fire being exchanged over the safe-boundary, or even just teleports. Thats kind of an addition a lot of us have been waiting for..
I know what you mean about the AoE hugging though. Although a LOT of things are valid tactics in PVP, it doesnt mean they wont make people turn purple with raging frustration

Agreed, if getting tp'd into a drone is too painful for you then move a little further away from them.

One recent patch added drones to the inside of the hospital - was this because enemies were getting inside? And if so, how was it posisble?

a hero could tp foe an enemy into the hospital and leave them there to kill unsuspecting heroes

Most admit being TPed every 5 seconds is a lil anoying as a squishy. Came up with an idea though... what if TP foe had a recharge of say 2mins?
Can still be used in PvE, not that I think its used much there anyway, and still used in PvP. Just not so much as to get on everyone's [censored].

In that case put a 2 minute recharge on all holds cos they are annoying too.

well of the top of my head many people on the cov ALSO have coh and as such could swap to hero, tp an enemy player into the hospital, log on their villain get TPd into the hospital too by the villain already in there.
Playing a hero doesnt mean people are not jerks

Depends, I've seen the Heroes and Villains sit right in the middle of the Drones and refuse to come out. No fun then.

no fun coming out just to die, they may be organising or anything. tping people from safe locations is more likely to make people leave the zone for good than to actually indulge in any real pvp.
TP foe is a great power for splitting a team or pulling back a runner, people who base TP are not ethical players IMHO

Mentioned this somewhere else, but the Oranbega Prison doors have TP supression making it impossible to perform TP in either direction surely the addition of TP supression to the drones PBAoE would mean an end to the tactic of base TPing, it would also stop TP foe onto the drones.

Actually, I think this might be a good idea. I havent really been on the recieving end of excessive TP'ing, but i've seen it happen to others, and been pulled out of the hospital a handful of times (twice when I went there to go AFK). Though now I just keep my PFF on even inside the hospital, I have to wonder what its like for others. Also, as it stands, breakfrees dont release you from -fly or terrorise. Would it be good to allow breakfree to remove those bad states too?

Perhaps another insp, that completely removes all bad status from you (including things like forced phase-shift, and removing PBAoE debuffs placed on you), but with the side-effect of also removing all of your useful status too. Though im not sure it'd play out right if it also removed all your toggles and prematurely halted running click-powers... it just felt like a good idea when I conceived it. "Desperation" insp ftw? Maybe not.
Also, if someone is dronehugging, it could just be down to the fact that they dont fancy the odds and are waiting for you to get off their backs. If that isnt the case, and they are just going to sit there, then I think its worth just leaving them be. The only real trouble with this could be if they are the zones hero/villain bounty target.
I finally ran into enemies in Bloody Bay tonight, and even got to experience the dreaded tp foe atatck - although I found it very easy to avoid, as I was flying each time they pulled me in, and I could get away too fast before they landed any blows. 
There were some level 40 Villians slumming it there, so I went down several times before me and my valiant team-mates administerd some two-fisted justice

Thats only because the people that tp u were amateurs in using the power or inexperienced.A proper PvPer acting as tp belt for his team has to ensure that the target doesnt get a chance to open distance from the team and there are many techniques to do that from either side.

Well in one way I am glad it was not just me who picked up on that.
Regarding the hugging AoE stratergy.
Your all totally right I cannot really complain much about it. But when it is done well and for a long length of time it can get massivly frustrating. Pretty much all day that tattic was used to great effect. It was more an under stress comment than a sinceire (Spelling that word is awfull) comment.
But never fear I will be back in here later today.
