No. So far as I know the buffs should remain the normal default colors. They specifically said something about that recently. I don't have a clue where, but I have the impression that they don't want drive-by buffing to be a problem.

the way the pictures look make it seem like the bubble/effect produced will be colored as well, see the AM effects shown here and the sonic bubble here and here
I'm sure eventually I'll get tired of playing my thermal and buffing everyone at the markets. 
In all seriousness, unless the person is intentionally griefing you, I don't see this being such a significant issue - and as for the griefing, sending a tell requesting them to stop and eventually a /petition will solve your problem.

I think an option to turn off other peoples buff graphics is a great idea. I like the way my characters look and don't even like it now when I get turned into a flaming icecube inside a green ball just for walking past the Market.

About the whole buff complaints... big deal. So someone hit you with a pink force field or whatever. Go into first-person view and you won't see it.

Temp powers in general, really, but the Mayhem ones specifically had their graphics removed because people complained about them.

My friends and i have been asking what about friendly buffs? Will we start having ppl buff with pink ice?
I have 2 quick solutions for it.
A) A button that turns off visual effects like the ones players throw on us. That would allow us more character cust.
B) A drop buff button. Useful for other things.
