Aside from things that fall under the "It's not finished; they're still working on getting all the powersets done" category, about the only thing I can see that would make color customization easier is a second 'use same colors' button on the powers screen; the button that's there spreads the current colors across both the character's primary and secondary powerset. While it may work for some characters to have both the primary and secondary powersets use the same colors, for powersets that are thematically distinct or work from separate palettes (i.e., Stone Armor and Fire Melee), the existing 'use same colors across all powers' button doesn't work well; a 'use same colors across all powers in powerset' button might be more useful.

I interpreted this to mean:
pools - Normal pool sets, like Fitness, Medicine, Super Speed, etc.
epics - Epic Pool Powers, also referred to as Ancillary Pool Powers, such as Munitions Mastery, Fire Mastery, et al.
patrons - Patron Pool Powers (eg Black Widow, Scirocco... )
HEATs and VEATs aren't listed for customization for I16 as you already know, and I haven't seen any posts myself indicating otherwise at a later date.

The big problem with a lack of customization of hero epic pools will be when "Green Fire Blaster Dude" turns on his Fire Shield and uses Char and Bonfire and they are still ordinary orange flames... or when "Pink Ice Controller Girl" is stuck with a blue Ice Blast or Hibernate bubble.
It is really going to break up the theme and the look of many characters. Patron pools won't be as much of an issue because they are so unique and most of them don't really match up with primary powersets like the hero pools do...
