that sounds good. i would borrow that for my server i think. definitely also having an event on the hour each hour is good.
other rules for mine:
all travel powers move at the speed cap immediately*
all buffs could be dismissed via their right click menu. this includes buffs on your pets.
some powersets would have extra "fun" powers while not in a mission. Gravity people could set the gravity for a large area near them, ice could build stuff, ect.
otherwise, i dunno.
My server would have 5th Column instead of Council.
How abt every zone = PvP?
Place various AV/Heroes & defences @ their respective bases in PvP zones (cept for RV, cuz its the future). Make it so if 1 side can raid that base and kill the AV/Heroes, they can enter the other side.

Yeah, I really really really hate most of the villainside contacts. If it weren't for mayhem missions letting me shoot cops I'd never play villainside.

I would absolutely increase the rate of events, buffing the rewards for said events quite a bit (both in Exp, Inf, Prestige, Recipes, Salvage).
Then I would probably increase Debt again, back up to it's previous levels. You get it starting at level 5, none of this 'Half Debt In Missions', and... okay, maybe not double the Debt Cap again, I don't mind that part.

All zones are FFA PvP
All citizens are grey targets, all Contacts and NPCs con as various minons, Lts, Bosses, EB, AV/Heroes, GMs etc.
All vehicles and streets articles are destructible as in Mayhem missions.
Recall powers can be slotted to work across zones.
No target cap on AoE powers, if they fit in the area of effect with collision on, then they are effected.
Permadeath Hardcore server. When your char dies, he gets deleted. ( Like Diablo2 Hardcore Ladder ).

Personally, I would up the spawn rates of GMs, as well as take AE out of Atlas and leave it in the higher level zones.
Of course, I would also make the badge channels able to take more people, since every time I have tried to join, it was full.
Badge channel? That'd be more along the lines of modifying to global channels than making a single server with a new ruleset.

Well, for my input... I don't have any specific coding ruleset... But, I would like to see an RP server with special rules to encourage RP put into place and actually enforced. 'course, it's harder for me to define these rules off the top of my head in a modern game like CoH than it would be in a fantasy game.

[*]Street NPC's would do an emote upon being saved from baddies. i.e. ;cheer ;clap ;dance5 ;praise ;score10 ;thumbsup ;welcome
[*]Street NPC's wouldn't always be spouting such glowing praise about my heroes. They would also say things that are indifferent, disapproving, or even crazy.
[*]Outdoor areas would have periodic (not looping) 'nature' sounds. Frogs by water, crickets and even fireflies at night.
[*]All groups would have death aggro (for those times when a snipe takes out somebody in the back and the rest of the group miraculously misses that).
[*]It would be impossible to miss destructible objects. Likewise with held/slept/stunned targets.
[*]Snipe attacks wouldn't miss.
[*]Origin Powers would have big buffs to damage, effects and duration.

Hmm... I'd go for making the streets more dynamic - people responding when saved, villain groups actually wreaking havoc instead of just standing around threatening some hapless civilian with a bat for hours on end, and so on. Additionally, I'd have GMs spawn more frequently, and rampage through zones, making taking one down something heroes actually care about doing.
Maybe something or other to encourage RP, too. But I'm not too sure just what that'd be.
