My impression that Natural wasn't the correct one. He just thought that it would make a cool server rule set. Maybe I read it wrong.
My server would be called 'Caprice'.
It would be governed by nothing more than chance, with no underlying structure or concrete mechanics to latch onto. Roll a new toon? You might end up logging in as a lvl 3 Devouring Earth eminator, 300 ft above Terra Volta.
Log in an existing toon? You might cohabit another player's toon, struggling with the other player for ultimate control.
Press TAB to target a foe? You might die. Or teleport to the nearest tree, or kill everything in the zone.
Want to train up? Ms. Liberty might attack you. Or turn into a pumpkin. Or summon 50 GMs to attack you. Who knows?
The only command that does one thing and one thing only is /quit.
It turns you into Baby New Year.

1) no team size limit. spawns keep going up in size with the team.
2) some xp bonus or something when solo. just enough for the times you can't find a team.
3) Love the 'whole world is a mayhem mission' thing. definitely.
4) all contacts can be threatened into giving you more interesting missions. even the non living ones (I'm looking at you, Television).
5) no aggro cap
6) no AOE target cap
7) immobile objects, held, or knocked down enemies can't be missed normally. still can be if your tohit is debuffed.
8) if the mission giver is capable of helping, he or she will help.

Suppression was put in for more reasons than just PvP. PvP only made the problem more visible since players complain while mobs don't.

In fact, I want that as an inherent power for all my characters. The team can ignore or miss my "Kill _____ first" team chatter, but a big glowing sign over his head would be different.
Edict 1: In this plane of existence, there shall be no Storm Summoning. TMS enjoys it, and it is therefore evil. As such, it is outlawed.
Edict 2: As other archetypes are simply inferior, the only choices given shall be Defender and Corruptor for Heroes and Villains respectively. To make up for this limitation, the existing blast sets for each class will be filled out with full proliferation and also the full range of Dominator Assault sets to go with it. Defender melee modifiers shall be raised to .75, Corruptor melee modifiers to .85.
That is all.
Revert back to issue 4 with all the new content.

I guess my server would have Co-op teaming across all zones except for PVP zones, with corresponding reinforcements for the proper zones. (IE, Lots of hero NPCs patrolling Paragon City and lots of villain NPCs patrolling the Isles)
A 10 bubbles of XP per mission cap, still get the inf. and prestige for the kills over the cap.
More frequent zone events.
Completion of any TF/SF would have a corresponding event outside of the TF/SF.
Unified red/blue markets.
All contacts/trainers would do something other than stand there in case of a zone event. (Picture a Rikti Raid or Zombie Invasion in Grandville. Recluse and his Lts come out and fight alongside everyone, it would be glorious.)

first of all, the whole world would be a mayhem mission, similar to what someone said earlier. Activity in relation to server size and amount of people online and in the zone, so that it wouldn't be ridiculous; factions would team up and then fall apart, and heroes/villains could take advantage of this, etc. The more people keep the streets clean, the better rewards they would get
I would also put in a sort of PVP game, called Conquest, where heroes would enter into the Rogue Isles and attempt to conquer specific islands and zones, and vice versa with the villains. The super-individuals could choose between multiple zones to spawn in and multiple places to spawn in the zone, thus reducing the chance of camping. Police/Arbiter drones are deactivated because the heroes/villains use a jammer to do so. If the villains/heroes succeed in capturing strategic control points in the zone, they take it over, and can reinforce the area against other hero attack. The more zones you take over, the better enhancements/costume parts you get, so it would be a constant rise no matter how often you play. So, basically, the world would be balanced between keeping control of the zones you inhabit and making sure they aren't lost to the enemy forces. SGs and VGs would play a large role in this, getting special bonuses for working together and allowing them to truly show their power on their respective servers.
I would also get rid of the whole "capes at 20" thing. Seems a little ridiculous.

I have a number of natural characters that aren't human. This would be a "Natural Human" server though. I don't have a narrow view. I have just narrowed the definition for this server idea. So, don't start being condescending.
Yes, AR would work, using tech devices like Temp Powers would work. Low Tech and Modern Tech = available for Natural Humans. Rocket Boots would be fine, but there are no travel powers for them to work with so...
I'm just thinking how this would help people get a grip on their whining about having to travel with travel powers. Let them see what it's like to go without for a bit. See if they complain about the travel power servers after that.

I like this thread... Let's see...
Let's start with 1, 2, 3, 6 and 7 from this list. Only exception I have is without the KD (you can still roll around on the floor and be missed).
Also, as far as balance and use issues...
a. Parity between Sturdies and Lucks, because right now Lucks are clearly better. Instead of 10/15/20% Resistance, they should be 20/40/60%. While they would still underperform (by this I mean not mitigate as much damage as its purple sibling), it would not be as bad as going against 12.5/25/37.5% that are the Lucks. I am also sure most of the forum runners know that roughly 1% Defense mitigates equal to 2% Resistance .
b. Resistance bonuses increased in frequency in value in IO sets. I wonder sometimes if the Devs have a bias against Resistance sets. The Defense bonuses are not only absolutely higher, but are spread across more sets. Then they got a bonus when the types were paired with a vector. Every Resistance bonus should be TRIPLED, at least.
c. A true good faith attempt to balance the armor sets against each other (based on "standard" Single Origin slotting). Shield was supposed to be the Defense version of Fire Armor (that is, a bit on the squishy side and trading defense for offensive potential), and is clearly better at not only mitigating damage, but putting it out. Then there is the whole "gets complete mez protection" issues.
d. QUADRUPLE the drop rate and give a substantial, but not gamebreaking XP and INF increase for everything in non-AE content,. Yes, AE should be a fair way to get from 1-50, but maybe instead of nerfing AE to get people back into the rest of the content, they should make the rest of the game more alluring. Carrots>>Sticks. People will still run AE because it is more convenient to access, but more people would probably be willing to jump out of the pool if there was something worth jumping out for.
e. Either double the merit rewards for completing a TF or half the merit price at the vendor. Also, remove the diminishing returns for repeating a fun or rewarding TF.
f. Contacts WILL GIVE YOUR THEIR PHONE NUMBERS SO YOU CAN CALL THEM FROM THE BEGINNING. This one has annoyed me to death for my entire time playing this game. There is nothing worse than getting shipped from PI to some random zone to talk to someone else or deliver a package, then have to run all the way back to the contact because to be sent someplace close to the zone you were in because you did not have their number yet.
g. A full in-game tutorial and help guide for those that want to get into PvP, and warnings that not only might some of your powers be more or less effective against other players, but that your powers, as you have them slotted, may be completely suboptimal. Also, and I know this might be wishful thinking, but a "power rating" system (insert standard "IT'S OVER NINE THOUSAND!" joke here at your leisure) that takes everyone's powers and slotting and other important stats and gives them an overall score. Players would then have a better chance for drops or higher rep rewards for besting someone with an equal or higher score.
h. Opportunities to do long, difficult TFs or Trials to earn additional slots for a character as one of the rewards.
There is more... there is always more. That is just all I can think of right now. Unfortunately, I am willing to accept that a lot of those would only exist on my "dream server" not only because of development time and difficulty, but simply because the game engine might not allow for it.

-Constant invasions, all zones.
-Free roam to all zones (Heroes in Mercy, Villains in Paragon) with open PVP
-Level cap would be 1000, every 50 levels you choose another 2 powersets.
May not be possible, or well thought out.. but it'd be damn funny.

I could only imagine how long it would take to get from level 999 to 1000, even with all the enemies leveling up and giving you more XP. Definitely an idea I could get behind, though.

And I realize my AoE would still stink.

Mine would be a Natural only server. You would only be allowed to choose from powersets with weapons or Natural (human) fighting styles (This means no Elemental sets, no Empathy, no Mental powers, no Controllers or Doms at all) and there would be no Travel Power pools.
Swift and Hurdle would be as fast as you would go.
Now let's hear people complain about traveling to other zones with travel powers.
