It doesn't...you still accumulate patrol xp that weekend, but it doesn't get applied...like when you're using the AE...but where'd you get the 3.5% number? 1.5 times 2 = 3. Normal XP(1) + Patrol XP(.5) + Additional from Double Normal XP(1) = 2.5. Assuming that % is supposed to be an 'x', that would be triple XP plus Patrol XP. That isn't going to happen.

Please, devs, please, I beg you: add capacity to the servers, especially Freedom and Virtue, BEFORE double XP weekend.
We all know what is in store: problems logging in, server instability, Freedom will crash a time or two. Some people will get dumped during TFs, or some won't get to play when they want to because the server is greyed out due to being full.
So please, this is not out first time doing this. ADD CAPACITY NOW so this will be a fun experience instead of a giant pain.

Devs, I beg you, don't waste more money on "server capacity" for lazy people who don't want any other option, especially on servers that already have more hardware dedicated to them than any other, not to mention special consideration already in the forms of caps in order to attempt to avoid lag and crashing issues.
Devs, I beg you, do whatever you feel like. I'm able to play on Freedom every double xp weekend without many problems. The few server crashes aren't a big deal to me. If you want to upgrade capacity, that's fine. If you don't, that's fine too. I'm able to do what I want, therefore I don't care.

Clearly the solution is not adding expensive server hardware.
It is, in fact, selling priority access to those willing to pay. Just like a first class airline ticket or priority seating at a concert or "express lines" at a theme park. Makes more money for NCSoft, just like Booster Packs. Gets a perk for those willling and able to pay for it, just like every other business.

That idea sounds like it'd work great for all the people who have all their characters on one server. They could spend the whole exp event making new characters on a new server that they won't want to come back to until next exp event.
I think it'd be fun if everyone was just locked out of their primary server every exp event. That way, everyone can scramble around in the nonsense trying to figure out what server to play on. And having to make new characters (or spend money on transfers). And ending up only being able to make insubstantial progress during the event because they're unable to play their main characters.
I also think it's a great idea to expect people who play on a server that works 99.99% of the time, except during high-volume events, to just abandon that server during events -- the times when most people would actually be wanting to play their characters most.
I'm glad you solved this problem for everyone.

Why would they need to spend any money on transfers? Have you forgotten the Mission Architect?
Using the AE it is now ridiculously easy for anyone singly or as a group to start over on a new server, and in the time we have before the next 2xp event, have several characters, tons of influence. A small group of friends can even have a decent size base.
So I didn't solve their problem, the devs did when they released I14.
Qr - I'm going to the seaside for that weekend. I've just decided. Double XP weekends suck the pustulant hairy oozing scabs from the bottom of Satan whilst simultaneously blowing huge chunks of toxic vomitous excrescense on all that is good and wholesome IMO
