Because there are story arcs that specifically tell us that Nemesis is responsible for it from multiple positions and vantage points. Claiming that the Rikti are the masterminds behind the mastermind even though it completely ignores the in-game canon is like suggesting that the Skulls are actually responsible for Statesman getting all of his powers.

[/ QUOTE ]Actually, that one's real. They decided to use time travel to go back and defeat Statesman before he got his super powers, and are responsible for the mustard gas poisoning he received. As a result of this, he and Stephan set out on their quest for the Well of Furies, and eventually got their powers. If they didn't interfere at all, he'd just be a normal man.
Actually, without the mustard gas weakening him, Marcus would have been much more active in the war and would have ended up being sniped and dying in Stefan's arms. Then Stefan would have gotten powers all by himself (being shot by a radioactive bullet?) and become the best superhero ever.
And that's why we have to kil skuls. Stefan is a much cooler villain.

I can get past this in two seconds -- Hro'Dtohz and the Lineage of War, who were the only Rikti to actually interact with the Freedom Phalanx automatons, weren't fooled by them for a moment. They played along because a war meant increased power and status for them as opposed to the ceremonial role they were stuck with. That's why Hro'Dtohz went Axe Crazy when the truth came out. He really is a war criminal; he knowingly and deliberately prosecuted an unjust war.

It would make sense that he would have studied the Rikti extensively before making his first move, and would have identified Hro'Dtohz as the means to his end.

Of course, if he had studied the Rikti THAT extensively, he probably wouldn't have risked starting the War because he would have known that he would be outmatched by Hro'Dtohz. His plan was to swoop in and save everyone from the Rikti menace (Never mind that he probably wouldn't be hailed as a savior for long, since people were still around that could remember his coup in Washington D.C. and how many lives that nearly cost) but he counted on the fact that they were mostly a peaceful culture that wouldn't have much in the way of weaponry. If he had closely looked at the Lineage of War, he might have noted that Hro'Dtohz was different from the other Rikti and might pose an appropriately greater threat.
I give a little more credit to Nemesis than Venture does but I really do think that the whole Rikti War business was a failed plan because he didn't fully study the Rikti Lineage of War and thus underestimated them. He tried to salvage his reputation by acting like it was all part of the plan but honestly, Nemesis is not infallible like some people think. If he was, the world would have been in his hands long ago. Of course, I don't think he's a bumbling moron either, but that's just my opinion.
