This is another example of why I don't bother testing and reporting on Beta because I feel that my work does not yield the desired result of catching bugs in beta testing - is there another reason for reporting bug in beta other than the DEVS fixing them before they go live?
Are we really supposed to feel excited about playing a beta and reporting bugs if they go live and continue to be issues long after going live?

Yes. This. I know that any chat bug like this doesn't seem like a big deal but it is a frustration during every single solitary play session. No matter how short or how long, at least once I send a tell to a friend that looks like "ddddwwwssswwwaaa((Hi!))" or "110000001((Sup?))" It is a far more persistent annoyance than the bugs I am unfortunate enough to experience once every few months.
It needs a fix yesterday, not after I15 goes live. At least put it in with I15 and call it a feature. It's a little thin anyway.

You say that (and I believe you mean it) but it's never felt like it. Unless you're liked enough to be noticed and get the mythical "Bug" badge, a bug report is shouting down a well - I get a mail that says "Why yes, we got the error but we can't tell you if you're right, if we're working on it - heck, we can't even tell you if it's NEW!"
After years of on and off play on Test I've deleted my test version. It just didn't seem worth it.

Something you need to keep in mind is, once a new issue is released on the test server for closed or open beta, the development team cannot sit back and wait for something to do. There is always something to do. It never ends.
Perhaps your perception is shaped by the occurrence of bugs that manage to snag your attention that have gone unresolved from beta to live. But the many bugs that where caught by other Beta testers that where addressed and resolved before going live where bugs you did not notice. One can see and understand how ones perception might be skewed to believing that reporting bugs is simply useless.
Fact is, bugs are not addressed on a first come, first served, basis. There is a priority list and most probably a system of weight to determine what priority to assign any given bug. Some bugs make it live simply because other more game breaking bugs where higher on the priority list.
Now some folks might feel that the priorities are out of order. Lets say a gripe that fixing a animation over the chat text issue is a bad call on priority. Maybe so, but its a different programmer working on the animation then the chat issues. When you are having problems with the electrical, you dont ask the plumber to work on it just because you feel the electrical is currently more important. (Not saying this is what your doing. I'm just saying this for anyone who disagrees with the prioritizing)
Take a read through the threads regarding feedback and bug reportings on issue 15. Many bugs have been reported and corrected while still in beta. The Devs do pay attention to the bug reports. They just cant fix every single bug before going live.

Well I seem to have the uncanny ability to write first drafts of a character descriptions for this game that are always roughly 15-20 characters too long for the in-game space provided. It's ironically funny on some level but a bit annoying as well. This is why losing any more text space, even if it's just a little bit, would actually affect me relatively often.
Anyway I usually end up having to waste time "wordsmithing" my descriptions to try to say what I want to say with several words less. I always manage to do it, but I imagine over the last several years I've probably spent at least a few hours total in the process tinkering with many different descriptions just for this.

I would like the ability to put a hot link in as my toon's description, so that if someone clicked on it, they would be taken directly to my personal home page, where I could have flat text, line breaks, HTML, pictures, or even a 500-page life story for my toon if I wanted. CoH wouldn't have to worry about storage space this way.
I enjoy writing fun bios for my toons, but I also like listing my 50s, so that I can easily show people which toons I could switch to for a team or TF. Unfortunately, there isn't enough space for me to do both as it's currently implemented.

Chat bugs affect combat too... it's nearly impossible to give orders or even signal an incoming ambush when you more often than not have to:
Hit Enter
Begin Typing; realize the chat box is filled with incomprehensible garbage
Hit escape to clear chat box
Begin typing again; realize chat is filled with the second half of what you were trying to type before
Hit escape; take a deep breath; squeeze the stress ball a few times; finally type what you want; hit enter.
Then you realize you're all dead already.

Wouldn't there be the issue of accidentally hitting the hotlink while in combat? Let's say, you're standing around looking at a description and an ambush arrives. You try to close the description, hit the hotlink by accident, and you are defeated while loading 500 pages of catgirl RP.

The only issues that pop to mind with this are these:
[*] On the benign intent front, I know people whose systems can't tolerate task switching while running CoH. (If my system was like this I would pull my hair out.) Having a click in the interface be able to crash the game is probably not a can of worms the devs will open. Ideally they would fix the root cause, but people having a workaround (don't task switch) gives them a reason to lower the priority on this probably challenging fix. Implementing the link idea would focus a magnifying glass back on the issue, forcing them to reprioritize it.[*] I bet they don't want to enable grief links. People would do it for sure, putting up things like tinyurl links to sites that exploit browser vulnerabilites or just nasty content, just because they could. It's a sad thing, but I could see the devs not wanting to let people go there.
Anyway, barring that idea's implementation, I say go ahead and put the link in your bio. Copy/paste makes it easy to transfer to a browser for people who can multitask with the game up.

Self-editing is never a bad thing, nor a waste of time for those who have to read the descriptions. I haven't come across a bio yet that couldn't stand to be edited here and there, and still get the point across.

I'm not suggesting self-editing is a bad thing. I would probably do it regardless.
In fact when I write my descriptions offline I edit them quite a bit to produce what I call my "first" drafts.
I just don't want to have to work at it -additional- amounts of time because of an arbitrary game design that has nothing to do with the quality or content of what I'm writing. Our set limit of 1023 characters is a hardwired software limit (which happens to be a nice round kibibyte worth of characters) not a perfect number of characters determined by general writing experts.

Agreed.
In five years of play, I cannot think of a single other bug that was near as frustrating and depressing as the chat bug. Between the near-constant irritation of the carried-over characters to the sinking feeling that accompanies realizing that I cannot update a bio to reflect finally reaching an RP milestone that took years to get to, or being unable to write a new bio at all without having it look like unreadable garbage (which basically means not writing one, if you're one of those people that were raised to not do something at all if you couldn't do your best/do it right)...

The chat bug affects everyone that plays the game. Doesn't that make it far more important than a bug that only 0.5% of the playerbase will ever stumble across?
