Doable with IOs.
I prefer Tankers because I'm not a fan of the Fury mechanic. Makes me feel like I'm being rushed and at odds with other Brutes on the team. That said, I think I'd rather team with a well built Brute because their inherent forces them to keep rolling. Makes for a very brisk pace.
For me its brute and brute but there my favorite class but since its my question it counts.

Brutes can't tank at all and Tanker damage is freaking amazing.
Just ask anyone on the Tanker forum, they'll tell you the same.

Brute. Tanks are for team players. Like defenders. I solo most of the time. When I do team with my brutes and the team lacks solid debuffs/buffs, I find my brutes hurting far more than I see tanks hurting on similar teams.
Of course, when the brute DOES have good buffers, he'll have tank mitigation and scrapper damage.
That being the case, I foresee the brute mitigation cap lowered sometime around Going Rogue's go live. Probably to 80%. Maybe scrappers will be raised to 80% at that time as well.
Then to even things out and to get folks like Johnny to quit their perpetual crying, tanks will get a slight damage buff.

What would I rather play. A Tanker, Brutes are too squishy by themselves.
What would I rather team with. Again probably a Tanker assuming I am not already playing one.
I'd rather play as a brute (even though I like the tanker too! it's just brute is little more fun for me.)
Team with? Well as a Brute I kept things moving ( and did the main pulling with Leviathan Mastery..... a couple of times...) and when teaming with other tanks they can herd the enemies for maximum damage of my oil slick arrow so it's a hard choice but then again if push came to shove I'd want one who could take them down faster as a defeated foe does no damage to you, so brute.

Brute all the way. I solo a lot and it is just no fun soloing a Tank, safe yes but not fun at all.
On a team with it is a Brute again, because on a team a Brute can be just as good as a Tank but can do a lot more damage. Also with Brute having Fury they like to move fast so they go mob to mob, I don't know how many times I had to wait for a Tank to take the aggro.
Tanker and Tanker. I hate rushing. The zerg is the cause of more defeats than anything else.

I'd rather play a Tanker than a Brute. The Brute playstyle (in my limited experience) is frustrating to me. I dislike the constant chasing of Fury, not to mention the sheer variability of it. (Spreadout spawns, control heavy team makeups, etc.)
Likewise, Brute survivability is variable - they can have Scrapperish survivability (slightly more due to higher base hp) or they can have Tanker level with the right buffs. I like tanking, and the "oh, this team might not have the right combination of support to handle that" really sucks. The ITF in particular is brutal in this regard due to their high order def debuffs for most sets. A WP Brute friend of mine (who specifically tried to make his WP as tanky as possible) has a lot of problems in there where my WP Tank has no issues.
All that "what ifs" and "possible, but not guaranteed" stuff turns me off. When I play a character, I like knowing what to expect. I strongly dislike that gigantic performance spread with so much riding on outside factors. Tankers may not deal as much damage as a Brute, but I know I can hang into a fight and actually finish it.
The only thing that Tanker damage is preventing them from accomplishing is soloing AVs. (Even that has been done with certain combos.)

A smart player. I'd rather team with an AT that is suboptimal for the task at hand if I know there is a brain behind it.

I've seen it. I've also done some herding, but that was mostly on my Electric Melee Brute who was trying to gather a few spawns together for Lightning Rod. Herding is boring, but when your only attack that does decent damage has a 90 second base recharge, you have to find something to do to get the most of it.
For the most part I just do a few little shuffles to get things packed in, though. A lot of enemy groups don't realize they can walk around the mob between them and me and don't come into melee range.
And for my preferences? Brute (to play), don't care (to team with) - as long as the mobs are shooting at someone else I'm either annoyed (as a Brute) or happy (as anyone else).
it has gone from unconscionable to downright appalling that we have no way of measuring our characters' wetness.

To play? Brute. Brutish Brutal Brutality is my cup of tea. Full fury means attacks slotted for recharge and accuracy hit regularly, fast, and hard.
To have on a team? Eh, probably a Brute, simply because it's so easy to cap defense and resistances. Corrs/Defs/MMs/Trollers are the dominant ATs in this game. Damage + Things to Make More Damage and Longer, when stacked, makes for a LOT more damage.
Redside teams steamroll not because Brutes can't herd, but because the teams do more damage. It isn't worth gathering spawns together because the ideal CoV team leapfrogs groups with no slowdown. An all-defender team in CoH works the same way. Kill, don't rearrange. Why waste time lining them up just so they can die pretty?

I ask must ask, would improving the Tanker's aggro handling abilities or giving them increased mez effects make them more interesting and less boring to you?

Wait... what? BASE damage up 1/5th with IO's? The base damage, that you then modify with enhancements.... it's not like those global damage bonuses go to BASE damage you know. If you pile on 5 +4percent damage set bonuses and your attack is slotted for 99.1 worth of damage enhancements (3 level 50 generic damage IO's for example) then you just end up with the attack being set to 119.1 percent worth of damage enhancement. This is about the same as popping a small damage insp...
I mean, christ, if you have played a tank and a brute you'll know that the brute with any amount of fury does so much [censored] more damage than the tank even though the brute has less BASE damage due to AT mods.... AUGH.
That's not even getting started with arguments about global recharge reductions and procs and such which. Which all is MOOT when you look at the fact that it can all be done for the brute too making the whole thing a mockery.
Because Brutes benefit so greatly from being a much more modernly designed CoV AT they just pretty much make tanks look like dipsticks. Is there any encounter in the game you can't easily team buff a brute to tank sufficiently? If not then might as well bring the guy that can get up to %850 damage buff too!
To play: Tanker. Chasing Fury annoys me, and multiple brutes on a team makes it worse.
To team with: Assuming competence (yeah I know what they say about "assume"), probably a tanker again, although players of both ATs can really become prima donnas. In my opinion, a tank is better life insurance for a party, whereas DPS is a dime a dozen.
As others have said, an intelligent player trumps all, though.
