Are you answering the same question I asked? I said which player helps offset the cost of game development? Are you sure that a player who maaaaaybe pays for 1 month out of every 12 is the one funding the game, more so than the one who pays for 12/12?

I'm pointing out that the veteran is not paying $45 per reward: he's paying zero per reward. You already get his money whether or not he gets any reward. But the $10 you get from the fly-by-nighter is actually for the reward: you only get it if he gets the reward. And that's in addition to the cost for him to keep his account active long enough to purchase the shiny.

Perhaps something outside the game mechanics completely, such as five server transfers...
Or, if the database and game engine could be made to support it, a slot that you could allocate to any one of your veteran powers -- being able to slot a Recharge enhancement in Assemble the Team, or an Accuracy enhancement in Nemesis Staff, or the like, would add variability to the effects. But I expect that's a lot harder to do, with the various database changes that would have to be made to allow it to happen.

There is no Tier 4.
There is the 1st Tier (Where you can pick two powers).
Then there is 2nd Tier, which requires that you have one of the 1st Tier powers and 12th level.
There there is the 3rd Tier, which requires 2 powers of 1st and 2nd Tier and 20th level.
So I'm not exactly sure how this unlock works. Does the badge allow you to unlock 2nd Tier and 6th level along with 1st Tier travel powers? And then you can get 3rd Tier at 12th Level?

It depends on the travel power. Hasten is useful enough to take for itself even if you don't take anything else from the Super Speed pool. For example, Air Superiority is an attack that has the useful characteristic of Knockdown, which puts the target on its back and not attacking -- but it requires that you be up in melee to use it; characters whose most effective role has them standing back from the melee only get use out of it if there's a leaker from the Tankers and Scrappers on a team; for them, another power would be of greater use to them, and this would free up that power choice. It also increases some of the flexibility in power choices in the low levels if you're taking Stamina early -- instead of trying to fit a travel power, its prerequisite, and three powers from the Fitness pool into the twelve powers you get by 20, you only need to find space for four. On the other hand, as you get up into the higher levels, having the power choice freed may not give you much of an advantage, depending on which powers you want to take and what levels they unlock at; you may find that, having been able to take powers two levels sooner because of not needing the travel power prerequisite, you're stuck at a higher level where the power choices open to you aren't ones you want.

There's a hero-side teleport temp power that you get from one of the mid-20s contacts, I forget whom, but the power is a mixed bag -- you teleport and arrive phased, then phase in over a couple of seconds, and the power goes away when you turn in the mission. One of my characters hung onto the completed mission for more than a year just to be able to keep the power for its occasional utility.

Sadly, people like that aren't going to get the 60 month reward anytime soon. Because of my two-year hiatus, I've just gotten the 36 month one.

Something is badly worded here.
When you can pick either Hover or AS, that would be a "tier 1". If not...which one is "tier 1" and which one is "tier 2"?
The wording is causing some confusion. There are 4 powers but clearly only 3 "tiers".

And how long would he have to keep his account open to compete with the amount of money the veteran contributed? That's my point. No matter how you break it down, the veteran has paid more money than the other guy.
I go to a sandwich store and buy 10 sandwiches at $5.00. I get my card punched. At 10 punches I get a free sandwich. My loyalty is being rewarded.
Someone else goes to the sandwich shop 1 time, buys 1 sandwich, and wants to pay $2.50 for an additional sandwich.
Who has contributed more?

Those are each the 4th POWER in each pool, which is the Third Tier in the pool.
Powers 1&2 = Tier 1 (Recall Friend + TP Foe)
Power 2 = Tier 2 (Teleport)
Power 3 = Tier 3 (Group Teleport)
The first two powers are in their own tier, then the second power, then the third.

The Veteran's Rewards in this game do not work that way. You don't get a free week's playtime with every 3 months of time you purchase: you get access to in game badges/costumes/powers/abilities, mostly unique to the VR program.
By your lights, someone who goes into the sandwich store and orders a reuben would be told they have to buy ham and cheese sandwiches for a week before they can get access to pumpernickel bread. And you'd expect this to encourage the person to become a regular customer.

Based on this logic there are no Tier 9 powers in any primary set in the game; since you are able to choose between the first and second powers in your primary set at level 1.
I think the problem lies with the fact that the term "tier" is an affectation used by players and developers alike but after a quick search through the CoH manual I see no reference to any power tiers.
Suffice it to say that per Positron's and Castles replies to this thread; the original announcement should have read as follows:

Flight
Superspeed
Teleport
Superleap
Players will have access to the first 3 powers early on without the normal prerequisite for selecting a travel power.
Much less ambiguity there.

Actually, its probably too strong of a statement to say that the devs "classify" powers into tiers conceptually. The word "tier" is just a convenient way to refer to the different powers in a set: it isn't intended to imply much beyond numerical order.
(The powers system doesn't have any real sense of "tier" - powers have Requirements which are essentially prerequsities. The primary, secondary, and pool powers all have minimum level requirements which can be adjusted by the powers designers. They don't assign "tiers" to them as such.)

As I said before, this is how I always thought about it. But, the point that in your primary you also choose either the first or the second power and there is still considered to be 9 tiers instead of 8 seems to counter this.

As stated by numerous people (myself included) this vet reward seems a bit cheap. Fifty percent off at the tailor after 57 months, after you've earned numerous free tailoring sessions (not to mention the free ones we get occasionnaly) is pretty lack luster, not to mention near pointless.
Something that is close to this and would be greatly appreaciated, would be a facemaker/icon employee base detail, so we could change costumes in our bases. Or maybe an option to change costumes wherever we are.
