well they have been saying that they ( the developers) are going to do something that we have been screaming about from the begining.. and i seem to remember flashbacking going all the way to the begining.. so its possible
BUT... since there is no real all magic zone for high levels ( I dont count the shadow shard.. that drops alot of tech too) unlike the RWZ... then it MIGHT allso be in the cards too...

I have been reading up on the Ouroboros...So many meanings. (read below for the meaning)
I think the choose to make it a "fallen 8" is of interest. (Not a circle)
Supporting the theory of a jumping back into a story line already in progress (time travel). To fix a wrong?
The materials used to make the snake. Looks to be wood (but not rough) It is tribal and spiritual.
What group would be known for crafting with wood? Circle of Thorns? (Dont they have those big floating masks?)
Not that Im any closer to solving this issue...I just enjoy thinking about it
Meaning:
The snake biting its own tail, the Greeks called it the Ouroboros, which means "Tail Eater." The Ouroboros is a sign of renewal, infinity, and the Eternal Return. In mythology, the Ouroboros is any image of a snake, worm, serpent, or dragon biting its own tail. Generally taking on a circular form, the symbol is representative of many broad concepts. Time, life continuity, completion, the repetition of history, the self-sufficiency of nature and the rebirth of the earth can all be seen within the circular boundaries of the Ouroboros. It appears in many shapes and forms in many differing cultures throughout history. Different societies have shaped the Ouroboros to fit their own belief systems and purposes. The image has been seen in Japan, India, utilized in Greek alchemic texts, European woodcuts, Native American Indian tribes and even by the Aztecs. It has, at times, been directly associated to such varying symbols as the Roman god Janus, the Oriental Ying Yang, and the Biblical serpent of the garden of Eden. We have chose the fallen-eight version of the Ouroboros to provide emphasis on infinity, the never ending cycle and strategically placed it encircling the earthly symbols and inside the celestial symbols.
My random guess... we're going to get something involving time-travel. Either something really bad happens and someone (i.e. you and/or your team) has to go back in time to keep it from happening -or- someone goes back in time and flubs things so you have to go back and fix it.
My guess is the really bad thing in the present will be the infected. Further, because we're going back in time we'll get to face the 5th Column before they were absorbed into the Council.
Finally, the other side-effect of time travel could be the ability to do flashback missions as you jump back to earlier points in your own character's career.
At least that's my random two-cents.
I feel if we go with the Unity Idea:
5th Column and Council = Reformed
Much like the poster above me says.
Only thing I'm certain of is that the 5th Column returns, how was the question and time travel would do it.

I appologize if I repeat someone's ideas and speculations because it seems the page list for this discussion is expanding faster than I can read.
Anyway, it appears that both of the Paragon Times articles speak of a very different version of what happened in Outbreak and Breakout than we know happened. I suspect that time has been reversed and that these articles are actually true and part of an alternate timeline that someone (nemesis, rikti, 5th column?) will thrust us all in to. A wicked mobius strip!
Defenders do it with protection.
Blasters do it from behind.
Tankers do it with a group.
Controllers do it with restraints.
Scrappers do it with a death wish.
Can you edit that post? It is breaking the forum margins. Take out some of the "O"s.

That's the one thing we can be reasonably certain about: no villain khelds in I11. Posi's on the record as saying they're shooting for early 2008 to get those to us, and it seems pretty clear I11 will be this year.
Putting it all together, it seems most likely that we won't see our long awaited EAT's until I12.
But still, that's better than "not on the table right now."

As a rule nothing ever works out as well your would hope or fails as badly as you fear.
It's when it fails and were assuing success, or you succeed and assumed failure that it's usually spectacular.
I am really looking forward to the idea of time travel, and or perhaps an alternate timeline or universe.
ESPECIALLY if it brings about the possibility of a Time Archetype!!!!! YAY!! =D

This sounds like alot of lag and some more Nerf's! With that, it looks like another year of waiting for epics for Villains. Im almost willing to bet it has everything to do with another story arc and more waiting for something that players "REALLY" want! Blame....Michael Chernoff!!! Dev's, all you have to do is ASK 5 players what they want and BOOOM, game more fun! 
welll from what im guessing both by the screen shot and the paragon times article it would be possible for the outbreak to never be contained in an alternate time line, think of it this way heros go to outbreak they can get the isolator badge there by defeating 100 of the contaminated. if you skip the tutroial as others have mentioned you youself dont stop the virus, altering the time stream a bit. The reason i think this is because if you miss your badge there in outbreak, the only way to get it is to defeat a Contaminated that appears in a train station in Recluses Victory......... WHICH btw is a fluid timestream changing from one result to another ponder that!
