Nice beginning! Though I noticed some proofreading might be in order...it immediately stood out to me that Hertz was 'staff writter'. I liked what I saw, all the same.
Wonder what I might be able to contribute, hmm...
I fixxored the "writter". Thanks for the tip!

First bit of feedback is proofreading... that's promising.

Suggestions:
Use Justified alignment for the column text, this gets rid of the 'ragged' edges and makes it look more like a news print collection.
For images: ensure that all of the images share a 'padding' value - the first image on page one does not have any padding, though the following images do. This ties in to proofreading (and typesetting) I guess.
Those graphical bullets in the right hand column on page 1 do not look right - if possible use different bullet images for inline HTML versus BBCode [I have no idea if this can be accomplished with this forum software].
For the Dear Athy section (which I love 
) how about making the answers in italics to differentiate them at a glance?
Other than that I love this idea and love how the first issue turned out.

We can try that. I suspect that full justification will behave very differently from one browser to the next. MSIE barely supports columns.

I spoke with one of the scientists over at Portal Corp. It seems that we have some weird resonance thing involving our home dimension. Short trips for smacking baddies arent really a problem but if we stay in the wrong dimension too long, oh there are horrid things that happen. But theres good news! The scientists are currently working on some weird little device that can reprogram our resonance signatures! Unfortunately, its not quite ready yet. They wouldnt elaborate as to why but did promise that great strides are happening practically daily! If you and your lady friend have a relationship that can survive long distance until that resonance thingy is done, then I have every faith your relationship would survive a direct Rikti attack.

Unless otherwise stated (like in the Ask the Entities column) you should assume that everything in the City Scoop is player generated. That is, after all, the point
We interview the Devs, highlight active topics, write news articles based on Red Name announcements...
... and they glean their information from the Dear Abby parody.

They were suppose to be different bullets, actually, however the forum css overrode them. Its one of those things I just didn't take the time to correct.
