Two years after the Rikti invasion, the rebuilding of Paragon City had begun as a directive of Measure X. One of the principal locations targeted for the reconstruction effort was the area once called Overbrook, but known better today as Faultline.
The Overbrook rebuild had been underway for almost 6 months and the first neighborhood, New Overbrook, was close to completion. Under the combined protection of heroes and a small taskforce of the Paragon Police Department, the workers installed structural support-braces and started filling in major trenches in the area.
All seemed to be going well. It always does just before the storm hits.

Very sweet. I especially like the Sneak Preview about the green line in the south end of Skyway in I9.
Edit: I also find it amusing that the Freedom Corps and Paragon Police are listed under New Villain Groups.

I see that the explanation for the flood has something to do with seismic disturbances on the moon. Hmmmmmm I wonder if we'll get to go to the moon to investigate these distubances? Very interesting....

Zloth, the activity was SO severe that the moon rapidly lost distance between itself and the Earth. Thus the tide changes.
Things have gone back to normal because Statesman pushed the moon back into its prior orbit.
Or.. something...
yea, yea.. the moon.... it's alive! The seismic activity was gas. It farted, got shoved toward earth causing tidal upheaval. Statesman gave it some pepto and shoved it back into proper orbit.

Too bad the entire zone, the storylines, the contacts, and the easter eggs are pretty much totally useless for those of us who already outleveled the zone.

I was confused by the article. On the one hand, it was stated that the zone is open to anyone of all levels (and I believe I wandered into it on test). However another part of the article talked about travel powers and how you could go earlier than 14 previously, so you didnt have travel powers, so now the security clearance levels are 15-25.
So, is this zone open, or not? Or was the security clearance restriction simply a comment on the levels of foes, which would mean that most players adventuring there for real would have the minimum level needed for travel?
I found it a bit confusing.

Maybe the seismic activity is only a symptom of whatever also caused the tidal changes. Maybe a mysterious force suddenly teleported in huge quantities of neutronium for some nefarious purpose. Or maybe the Lunar Gopher-Men developed a matter-transmitting tunnel digger and accidentally hollowed out a large portion of the moon.
