This is still true, up into the late twenties/early thirties someplace. By that time you're making so much influence from missions that you'd never notice the small bits from the grateful citizens anyway.

I didn't run a Flamer past the 20s - but I believe that they weren't the Uber xp machines that many of us remember until very late I2 and then the Lords of Xp in I3. I recall Fire/Fire Tankers bragging about hitting 50 in less than 100 hours.

Mainly due to the aforementioned Perma-Unstop that many of the Invulns ran. This leads into the did you know......that Scrappers used to be able to reach the 90% resist cap also, and the Devs reduced the cap for the rest of the ATs (save Kheld) to 75% mostly because of this.

That seems like a bit of a stretch, but several Controllers came forward in a reminiscent thread a few months back and claimed they achieved it. Teaming with some of these zookeepers back then I wouldn't doubt it.

- Carnival of Shadows was originally called Soul Scavengers, while the Malta Group were the Twilight Men?
- Outcasts have been tweaked significantly - at launch, Outcast minions used knives, axes, guns etc just like Hellions and Skulls? Also, Outcasts now have a lot more variety in terms of members (ie Blocks, Torches, Freezers Shockers etc) than they did before.
Any beta villains ever invade Paragon? I never had a chance to but I heard some things.

- That Nemesis' love for steam technology began when he was given a clockwork horse for his birthday. After it broke, he demanded that he be taught how to make his own, and had soon made a clockwork robot for every animal he had ever seen.
- Nemesis had never intended his robots to be killers. His family dealt in weaponry, and his brother didn't think his machines were of any use to his family. He taunted him to make a useful automaton, which Nemesis did quickly.
- Nemesis' brother was the first man to be killed by a Nemesis automaton.
- Nemesis troops had steam powered jetpacks when he took over Washington DC way back when, yet we've never seen any of these troops in the modern game, many years after!
- Jaegars are not actually automatons!
- Nemesis fought for the south during the Civil War and was thought to have been killed during a bombardment on his base. His men rode steam powered horses, yet another of his robots yet to be seen in-game.

Did you know... Paragon Dance Party
Issue Three, _A Council of War_, contained a huge amount of new content. However, a bonus was snuck into the issue: A secret project instigated by NCSoft's Geko, aided and abetted by a Cryptic developer (Ravenstorm?). Even Jack Emmert, The Statesman himself, didn't know about it.
The first hints that something was up was the appearance of fliers advertising Paragon Dance Party in three city zones. Inquisitive folk soon discovered that the doors near the fliers opened into a secret, inter-dimensional rave club!
The official announcement brought out tons of activity and PDP on the Test Server was crowded with partying heroes nearly every night. "Pocket D" looked like a hit.
Due to it's nature as a "secret bonus" that was snuck in on a lark, Paragon Dance Party had no draw other than roleplay. Once Issue Three went live, the nightclub was popular for a couple of months, but the novelty eventually faded and it became primarily a shortcut for traveling between the "door zones".
In February 2006, Pocket D was re-invented. The warehouse rave was replaced with a real danceclub, floating in a Shadow-Shard-like alternate dimension. Best of all, both villains and heroes can visit and even team up for missions while in the dance club. The new Pocket D is an official part of the game and looks to add a whole new depth to the interactions between the hero and villain factions.
Did you know... The Rikti Invasion
Beta test for City of Heroes ended roughly one week before early launch at the end of April 2004. In the final few days of beta a frightening sight began to make regular appearances in Atlas Park and other zones: A Rikti mother ship! It seemed that the Rikti might be content to merely scan the city, but in the last couple of hours of beta the invaders struck!
For those of us who had spent beta tooling around in the lower echelons of herodom, our first sight of an actual Rikti was a pretty groovy event, let alone getting off of the train in Atlas Park or King's Row and finding waves of fifty or more atttacking everything that moved!
The heroes fought hard and held off the attacking hordes, yet each time we conquered, they attacked with renewed vigor. It was an awesome sight, with my poor MX440 card going into slideshow mode at times due to all of the power effects firing simultaneously. (Nowadays you can disable a lot of those lag-inducing special effects.)
As I recall, Positron took control of one of the Rikti commanders and was actively trying to kill as many heroes as he could!
I missed the final few moments. I can say, though, that it was the most fun I'd had in an MMO in a long time, even if The Artitste got extremely familiar with the flavor of pavement on that day.

CoV beta bug. Clicking exit mission would drop you outside of another version of Atlas Park. You could run for a bit to get into the zone, otherwise you were outside the geometry. You could smack around the thugs and save citizens, but those damn police drones would zap you back to Mercy.
Correction: The Minions of Ingeous were introduced with The Hollows in Issue 2.
Addition to the Paragon Dance Party entry: In between I3 and the new Pocket D's introduction, there were attempts to spruce up the old PDP with inspiration-vending bartenders, a feature that carried over to the new one.
Did you know that... originally there was a generic group for gangs just called "Thugs"? These can be still be seen sometimes in-game, being butchered by Vahzilok. They're easily identified by their ski-masks. They also used to/still show up on the Info Terminals as a villain group, even though you can't fight them.

During the Rikti invasion at least one of the Devs was spawning as a Rikti Mentalist EXCEPT that while he/she had the powers of a Rikti Boss they used their mind powers so that when you targeted them it said lvl 7 Blaster and the target color was blue.
During the invasion the Rikti targeted the hospitals to try and stop the heroes from respawning. Gosh! Mobs using sensible tactics! OMG!

Did you know that Unstoppable, Mog, and Elude were once able to be made perma? Many ran perma builds until around I4. I believe Unstoppable was the first of the "Oh crap" powers that took the hit around I3 and Mog and Elude soon to follow around I4.
