Bullcrap.
Archetypes play vastly different. A tank doesn't play like a scrapper. A scrapper doesn't play like a brute. A brute doesn't play like a stalker. I have played them and they are DIFFERENT ATs. If the ATs aren't different enough on their own without some false saying they are different then they shouldn't be different ATs in the first place.
Exclusive powersets are [censored]. They do NOTHING except frustrate those of us that want to play with these powersets in the manner another AT would use them. If I want to play a tank I will play a tank because I feel like tanking. If I want to play a brute I will play one because I feel like being a brute. I play scrappers because I like playing as a scrapper.. not because of the powersets they have.
I call BS on anyone that says AT exclusive powersets is a good idea simply because it makes the ATs "different". It doesn't. It just makes them frustrating to play as you try to force them into the playstyle you wanted IN THE FIRST PLACE.

Been saying that since I started. SS Scrappers. EM Scrappers. Nerf the set if you must, but share 'em.
The dev's do NOT feel the same way. Statesman certainly does not. And that's really all there is to say.

If anything, I'd say it's more along the lines of the dreaded "Balance" issues. Remember, the whole reason AT's and Powersets were created was to help avoid creating "Tank-Mages". And Brutes had Ice powers removed from them in Beta simply because it didn't *work* with them.

Eh, neither would some more diversity.
Not only would I like to see exesting sets get spread out t o other ATs that that set type. [Psi Blast Blasters] But I would also like to see the set themes get spread out [IE Earth BuffDeBuff/Earth Blast Defenders and Curruptors]
Added: Sadly, as of 01/17/06, Statesman says there are plans for anything like that.

Yeah.. the slows the sets were based on inhibited fury. There was no fix because slows are a part of what you get with the power set. They would have had to strip it down and give it soemthing else.. then it wouldn't be ice anymore anyway.
How is that a problem for anything else? EM? Ok.. nerf the damage for scrappers. Easy enough. Power sets across ATs aren't linked. They can be balanced seperately. Energy aura.. Um.. how is that a problem? No AT inherent conflicts.. hell.. most people consider the damn thing gimp as hell from what I hear.
Go ahead.. point out balance problems that CAN'T be easily fixed..
Oh right.. there are none.
Of course, the amusing thing is there are also people who spent time on the forums complaining about the fact that Controllers and Defenders share powersets.
