Yea this is pretty bad. The people that have just COH are pretty much getting walked over. While those with COV get everything new. Sure the games aren't equal and this will make them be, but the patches before were to get ready for villians and after to finish it off?
The people with COH have waited for something new for months and month and have got nothing. You don't alienate one group to improve another.

Downloaded the patch for the test server - when will I7 become testable? Logged in and didn't notice anything new.

Until there is evidence that CoH has been abandoned by the Dev team assigned to it, (assuming there is one), I think painting ourselves as the proverbial 'red-headed-stepchild' is a little premature.
In fact, to continue the family metaphor floating around here and there, the Co* family just got a new baby. The older child is bound to feel a little miffed at being thrust out of the spotlight, but they haven't been forgotten and mummy Statesman still loves you all. Birthdays will not be forgotten and though the presents might not be quite so large as they were last year when you were an only child, they will be delivered with love and ice-cream cake or whatever.
We're all bound to feel a little "what about me?" - ish for a while because CoV is getting all the press and attention. I don't think the company is willing to sacrifice CoH just yet so try to be a little paitient. CoH will be lavished attention soon.
If it doesn't can grow up and be a spiteful hate-filled, rejection-fueled teenager and make it's parent's sorry they ever created it... or something like that... I dunno, the metaphor kinda breaks up after a certain point.

NCsoft today revealed the plans for the first update to City of Villains, the massively multiplayer online role-playing game dedicated to super villainy. Issue 7: Destiny Manifest will be a free auto update for paying subscribers to the PC game and will be released this April.
New Mayhem Missions will see bad guys attacking Paragon City with new timed missions. The open-ended missions let gamers rob stores, take on the police, and harass citizens, while destroying city blocks and gaining bonus rewards.
Villains will also get a new set of more than 300 missions, new Patron Power Pools, new Power sets, and the high-level zone of Grandville, where mutated spiders and Lord Recluse will do their best to stop gamers.
City of Heroes will also benefit from the update, with new user-interface tweaks, graphical upgrades, and features being installed in both games.

so are we gonna get a respec? my 50 really needs one and so does my 45, both were oopses when i did their respecs
oh and one more thing. I see that this patch is basically to catch up the villian side of the game to the heros, epics and lvl 50 and such. But is there gonna be any new powers or areas coming out for heroes?
Oh and one more thing. IS THERE GONNA BE LVL 50 CONTENT?
It's invisible; you can't see it or play it.

Assuming Gamespot has the correct release month... we'll only have waited for 8 months since the last PvE content addition to CoH. Its gets better when you look at I8 being another 2 to 4 months after that... releasing it 10 to 12 months after the last PvE update to CoH.
And just WAIT until you guys see what the Devs have decided to "nerf" this time around! You'll really complain then... whoa-boy!

Assuming Gamespot has the correct release month... we'll only have waited for 8 months since the last PvE content addition to CoH. Its gets better when you look at I8 being another 2 to 4 months after that... releasing it 10 to 12 months after the last PvE update to CoH.

But, they didn't. The called CoV an expanshalone. They called I6 and I7 combined issues. So, I can't accept "you should buy CoV" as an answer to "Why isn't CoH getting as much in this update."
