Possible Port Oakes Bug?
I'll just chime in here that the same's happened to me. I was a hidden stalker, just looking around Oil Spill for some Hellions for a mission, when BAM! A Wolf Spider shoots me through my Hide and proceeds to go all Benny Hill on me.

I can confirm it is not Ambush related. I had a case of 2 mobs chasing my new Mastermind from the Oil Spill area to the Arena before the Drones solved my problem. I had no active missions and 1 complete Newspaper mission. My MM as level 6/7 at the time. I had an orange con Wolf Spider Enforcer and a purple con Level 10 Hellion (whatever) Buckshot chase me. Both times I ran until I has lost target lock and was definately out of Line of Sight.
OMG I was able to replicate this bug with my lvl 8 Brute
I tried it with a Hellion buckshot, while running from him I aggroed a Prenumbra Elite something. He chased me and chased me. I never attacked him.
I had this happen with my MM. Family, single minion, +2 to me came running around a building and fired at me as soon as LOS was established. Wasn't a wandering mob and was not within aggro range. I was just standing in front of a building chatting and he shows up.
Hey just to add my two infamy to the pot too:
I had this happen too, a red council lt. followed me everywhere I went trying to kill me. I was solo on villainous so it shouldn't have been possible to have an Lt, much less a red one in an ambush.
I bug reported it at the time.

The last day of beta I had this happen to me on my lv 26 brute. I was exploring Nerva and I was near the Northern most islands. There are numberouse groups of Arachnos, Longbow, Crey, and DE fighting.
I ended up with a DE that followed me all over the northern section of the map. I would loose him visually and loose him in my target window. I would even do a SJ leap or two further away, but he kept following me. This lasted for a good 5 mintues
I eventually head back to the southern end of the island. I do not know if he followed me that far.
I've suffered this as well... Running through PO to a mission, a Mako Hitman (Just one) starts chasing me (This is with hide up), shooting at me... he chased me over 1 mile to the mission non stop.
I didn't attack, just ran.

i've seen something like this in PO as well, though i've been lucky in only aggroing mobs that were low enough level for me to defeat them. It's rather funny to be talking to someone at the door and see a mob running straight towards you, then realize it looks an awful lot like a mob you'd done a drive-by on nearly halfway across the map. i have a terrible habit of returning fire on mobs that shoot at me as i run down the street and not sticking around to finish them off. "You bust a cap on me, i bust a cap on you!"
What's even funnier is that i had a similar incident occur in CoH about a year ago. i had just completed Positron's TF with my scrapper and a very stubborn blaster. (The rest of the team had quit hours ago, yay for the classic Posi TF!) We're standing by the final mission door in Perez Park mutually congratulating each other for our tenacity in completing the TF, when i see about 8 Nemesis jogging along the street. i think, "Cool, i haven't seen them much before." They then proceed to run up the stairs to me, smash me into the ground in one volley (they were +10 to me) and then jog back the way they came while my teammate just stood there and stared. We both agreed that was odd, i think i /bugged it, and then we both said goodbye and logged off since it was about 4 in the morning at that point.

This happened to me with a Hellion Boss in Port Oakes beta. I thought it was a bugged mission ambush, bugged because a solo player shouldn't be ambushed by a boss, but it happened just like you are describing. I also helped two other people that had it happen to them. In my case, I led my pursuer to the arbiter drone.

I've also had this happen to me in Port Oakes. I had a kill 10 Hellions mission (very tough on a level 7 toon). This one purple Family minion picked up my trail and followed me the next 15 minutes. The only way I could shake him was by taking him to the Ferry drones.
No way that I would get a Purple Family minion as an ambush.

I had something like this happen to me, too, also in Port Oakes. The attackers were not related to any mission, story arc, or contact I had or had recently had. In fact, they had just been standing around like normal random foes before they started going after me. Once they started, they wouldn't stop, no matter how far away from them I got.
Edit: Note that my character was a Mastermind, not a Stalker.

Myslef and a friend, both Masterminds, have had this happen in Port Oakes. We thought it might be a bug where the mobs are getting aggroed on our henchman, because after the henchmen died, the mobs went away.
Just had this happen to me, so I thought I'd report it.
I took out a lieut near the CAD ferry on my way to a mission, and aggroed a couple Nebula and a Wolf Spider because my Hide dropped. They were green and blue to me, so I just ran on to my mission at the submarine .77 miles to the north.
I was afk for a bit, came back to CoV to find the Nebulas shooting at me. I took them out, went back to chatting and heard the sound of more violence -- now the Wolf Spider had shown up.
These were definitely aggroed by me passing by, and not ambushes.
We confirmed this is happening. No ETA yet on a fix.

In that mission, when I would AS someone, mobs would come out from the rooms down the hall and around the corner to attack me. It was like there was a boom mic attached to my sword..making it go "CLANG..HERE I AM!"
Didnt happen all the time, so it wasnt like a all the time bug, very unpredictible.

Just happened to me at lunch today. In a mission with that Winding set of corridors and stairs that leads to a room at the bottom.
Started fighting the first group. Way at the first staircase. Get them mostly down and then a Red Tank Boss shows up with a couple of friends. Didn't think anything of it at the time, but then I walk all the way around and into the "boss room" and all that is there is the hostage waiting for me to kidnap her. Must be the same bug.
Since a dev has already noted our concerns, I'm just adding this on as another example.
Earlier today, I was hunting in PO and had a failed assassin strike on a yellow level Mamba. The Mamba and company proceed to follow me and I aggro a Capone Gunner and Hellion Gunner during the chase (both yellow level). The snakes give up, but the two gunners don't. I end up running halway up the eastern coast of PO and back before someone takes pity on me and finishes them off.
This has happened a few other times with Wolf Spiders.

Nuts - and here I thought it was on purpose. At least, the one hunting has always been an Arachanos minion and he started following me a few missions after I've taken down some Arachnos mooks in the street.
I actually kind of like this bug. It's more "fun" as Statesman would say. Sarcasm in the use of "fun", but in all honesty, I like the idea of being chased down and having to make a stand or having someone else knock them off for me.

Would like to see it as a permanent feature, with a few rules. Once a single or group latches on others won't and they are no more than +2s.
The way the mobs follow now is boring. Unless I am travelling through a high concentration of much higher mobs I don't take a huge effort to avoid them. They won't chase me far and I easily can take a few shots. A 1 in 20 chance or so that the mob will take off after me would be fun and add some variety. Feel like I am running through a zone defense.
Some are legends because of their posts, others just post becoming legends in their own mind.

I'd like to see this implemented as an actual feature myself, but I think they've avoided doing so because it would make it a lot easier to train mobs onto unsuspecting players. Imagine someone getting the attention of a giant monster, or a couple of them, and having them follow that character accross the zone.
Although, I could see it working with a limited set of mobs, maybe only a single group at a time, and only minions or LTs perhaps.

While I've not been chased in this way, I *have* seen the train of unrelated mobs chasing around far away from where they're supposed to be in Port Oakes.
The case I remember most clearly was a train that contained Coralax, Hellions, and Family up near Fort Hades. They were running towards the fort from town rather than away from it.
