As for your questions,yes there are Crey and Carnival of Shadows but I heard someone mentioned that villains can fight them(Carnies) at lower levels instead of the 40+ range like in CoH.

There are Crey. A ton of them in fact on the coasts of Nerva.
Crey exist in CoV. Mainly just on Nerva. They have their little area where they are holding various enemies (even a group of 5th Mek Men) "hostage" for I'm guessing experiments.
Malta will exist post 40. I've seen level 41 Titan lt's running around Warburg (probably a bug). Carnies exist from 30-40 also. Have their own little area in the northern part of St. Martial
This space is intentionally left blank.
I havn't seen them yet but I do remember the gamespot screen which showed crey holding a bunch of Devowered Captive
Crey have been starting to take some flack for their illegal operations and its clear that they're a corperation with a very shaky future atm. There are new Crey agents called 'Public Relations Officers' who you see around their headquarters in the Rogue Isles as well as alot of journalists and paparattzi with cameras trying to sneak into the yard behind their base where they're holding all manner of villains and creatures for 'tests'. Their base is actually right infront of the respec demon which gives you the level 30ish quest.
Oddly enough they maintain their appearence in the game around the mid to high 30s, which is different from the Tsoo who have been moved from a 15-ish group to a 30-40 group in the advanced islands.
The strange thing is that the shot with the Crey having Devoured in containment is actually a scene from within a Lowbow base in the Nerva Achapelego. Longbow and Crey working together? Most concerning.

there's actually a Crey research facility there... VERY creepy.
Actually, I think it would have been cool to have Crey Security appearing early on, as a good guy group, protecting things and people that you have to steal/kidnap. Maybe add in some new lower level Crey security guard types, not in riot gear. Have the riot guys be Lt.s and the agents as bosses.
CoV is lacking non-villain groups early on, and an extra security force would be a good addition, without much graphical work needed.
Plus, it would be kind of interesting to have them seen in a positive light in CoV, and then seeing the dirty secrets in CoH.

Have the hospital staffed with Crey medics (privatized medicine?). Newspaper missions busting up Crey Charity Balls (like casino missions, but a charity function instead).

Carnies have their own area in St Martial (i think thats how its spelled). It is a huge Carnival area with several tents and and tons of carnies walking around. Overall it is a pretty cool area.

My favorite hunting ground in the late 20s is the Crey area in Nerva. The Public Relations out there getting their pictures taken are great targets.

A level 15-20 cov contact has you take a mission in a crey lab in Paragon city. There are two new crey boss types. A chief plasma scientist and a cheif scientist.

There are a bunch of new mob units. The blue ink men bio info is bugged however. It mentions the wrong ink and no real clue as to what they do. Didn't notice any difference.
Also tsoo do spawn at 15 in cov. Had a mission with them in it.
Lacking non villian groups early on. FUnny from level ten to fifteen I regulary wracked legacy chain. 15-20 I battled tons of longbow, wyvern, legacy chain and luddites. Yes Luddites are non-villians. Also I battled tons of security guards protecting banks.
No it isn't lacking in non villian groups. Certain contacts are full of missions where you battle these guys. Other contacts are about 50/50. Other contacts zip nada on fighting non villian groups.

Though, could still do with more nonvillains, and particulalrly better use of them early on. In newspaper missions, and just generally. Ideally, they would ahve a ratio of 50:50 to fighting villains and fighting goodguys, So the player would always have the choice.

Why would the newspaper missions have nonvillians? Newspaper you just read the newspaper and see what is going on. And villians always get the newspaper mentions after all unless they get beaten by the heroes. But this is the Rouge Isles newspaper only mention of heroes is if they get killed and they are called vigilantes. I have no problem with the newspapers not having any heroes at all. They are short missions just used to gain stature with your broker who then gives you a contact that sets you off on your real work.
Nonvillians should only be from the contacts after all. You have to have story reasons for going after the nonvillians.
You clearly didn't listen to what I said about contacts. Certain contacts have nothing but good guys to fight. Others are 50/50.
No one contact did have missions where I fought nonvillians to steal something they were safeguarding then fight villians to plant them to try use against heroes in Paragon City.
Now the one story arc this contact had nothing but villians except one mission but the story arc who was so damn cool it didn't matter to me.
Another contact had me fight villians all the time because that was part of his backstory that he wanted to see the Council destroyed. Another had me go after the Mooks then the family because they seeked to double cross me and the contact. I was cool with that. Gang wars are pretty villianous to get involved with.

I've seen Carnies in the 30s. Believe me, when you come across their hangout, you won't be able to miss it.
One of my contacts in St. Martial is a Carnie. Also, I've sen Crey in Nerva.

Tsoo start appearing around 15th level in the newspaper missions. You can find groups of Blue Ink Men in St. Martial from 30-40, too.
Also, one contact used to be a superhero, but lost her powers to "friendly fire from a sapper." Hmm.
