Yes and no - what he said was "There is a fairly good chance you will see many of these in the next Update," which isn't a definitive commitment about I6 material at all (and we should all know better than to assume otherwise as we wait with baited breath for the Skillset system, and vehicles, and... ) but I think it's safe to note his optimism that these powersets WILL occur *someday* - just not today.
So no, he definitely wasn't setting up false expectations but yes, he was definitely giving us more reasons to be excited about COH and COV's future - nothing wrong with that.
