It was revealed in Time Masters #6. In the chronology, 1000 years after the Lord of Order Nabu The Wise descends to Earth, he & a traveler from the 20th Century create the Scarab in an attempt to use it to break the power of the Pharoah Khafre.
The stories & dates, as usual, do NOT fit however, as Khafre is supposed to be the son of Khufu, who is in actuality the immortal Vandal Savage. Either the dates are 70 years off, or Vandal continued as ruler by impersonating his own son, which wouldn't be too implausible for an immortal...
BUT, this brings the events of Blue Beetle 17-18 into question. There could not have been an "evil alien" inside the Scarab if the Nabu story is true, so who knows? It has been insinuated that Nabu made the whole "sentient Scarab" thing up as misdirection; it has also been noted by fans that the writers are apparently using this characterization of Nabu as a deceiver/prankster to explain (or rather fail to explain) errors & continuity glitches in the collective mythos of anything concerning Dr Fate.
It's all reaaaally confusing. It's what I hate about DC, they just can't leave the past alone. Marvel doesn't tinker with the past, they just straight tell you it was all a lie in the first place & expect you to believe it...

Woodsman. You learn all about him during Numina's task force and can find him on the southermost rock of Eden, near the gate to The Hive. He gives you a trial in the Eden Spire, the tallest rock formation in Woodvale.

His hero version is the contact for the Eden Spire trail, the Woodsman.

IIRC, Back Alley Brawler's SK is Blue Steel, the King's Row trainer. Not absolutely sure on that one, though.
As for Ms. Liberty, it's explained in the Hero-1 thread that the sword she carries is Hero-1's sword Excalibur, left in her care before he went with Omega Team to the Rikti Homeworld. She doesn't use it, and simply holds in in wait for the next Hero-1. So given that, plus the fact that Manticore didn't correct her info, she is probably still a Natural Martial Arts/Invulnerability Scrapper.
Now, if Manticore could tell us the specs for Numina, the Woodsman, Blue Steel, and Ravenstorm, he'd really make my day.

I still wonder what Woodsman connection is too the Freedom Phalanx. He isn't really mentioned anywheere in relation to the others... anywhere I can find at least...
This is what I heard on the comic forums thread about roughly the same topic, the surviving 8 are the 8 who survived the ritki war, Woodsman was killed just about right after the ritki war by Deverouing Earth Creatures... (so I think he missed the list because it was too soon afterwards)

IIRC Back Alley Brawler isn't in "Statesman's SG", he has his own, The Regulators. More information on this yadda yadda novel blah blah fall.
Hm; I had thought that Blue Steel was BAB's SK given that they're both (or were, in BAB's case) cops, and that BAB is the only one without an SK. EDIT: BAB and Blue Steel were in the Regulators together according to history plaques and backstory, so it's a reasonable assumption that they're Mentor/SK, respectively.
I'm not sure which SG BAB counts for these days; I remember him leading the Regulators from the history badge story and bits of his backstory, but also remember hearing that he'd also been or is part of the Freedom Phalanx. EDIT: Seems BAB eventually left the Regulators for the Freedom Phalanx, after which the Regulators disbanded, leaving Blue Steel without an SG. Add to that that Back Alley Brawler is counted amongst the Surviving Eight, all the rest of whom are the Freedom Phalanx.
As for the Woodsman...wasn't he Numina's mentor in life, before he died and Numina moved up to the Phalanx and became Infernal's mentor? Or am I dreaming that?

According to Manticore, the Freedom Phalanx's Surviving Eight (which is a horribly morose name for a super group ) are Statesman, Positron, Synapese, Sister Psyche, Bastion, Manticore, Numina, and Back Alley Brawler. Woodsman is dead and the Regulators don't exist any more. Miss Liberty isn't in the Freedom Phalanx because she's Statesman's sidekick and leads two groups of her own, the Vindicators (her, Mynx, Valkyrie, Swan, Aurora, Infernal, and Lumina) and the new group that will be responsible for defending Paragon from the threats of the Rogue Isles, Longbow.
