Yeah, the only PB power I can think of that was mostly unique when the set came out is Photon Seekers.
WS would be Stygian Circle, Gravitic Emanation, Unchain Essence and Dark Extraction. Eclipse is really Energy Absorption w/ res instead of defense.

Probably other reason than that - after all, if an IO could be used in both builds, ifyou sold it from one it would be gone in the other!
A big chunk of the reasoning is probably system simplicity - having them separate keeps things simple for the developers and players. In a respec, we've got 10 storage slots, and that's it. How would you manage a shared system? What about IO's that couldn't be used in both builds? Complexity in a game that tries to avoid complexity.

The mission takes places in the Atlas Park map, which is what the wiki is trying to say. You're correct that you get to the mission from King's Row.
The common convention is to reference Safeguard's by which map is loaded.

What's up with not being able to heal the RV heavies? Is this part of the "There were additional changes to the heavies that didnt make it into this build. Look for them in the future" type things that didn't get put in with the last patch? If so, there's no mention of it at all in today's patch notes.
After fiddling around with it today for a bit it seems like a tolerable change, so I'm just wondering, mostly, since I know the players hates it when changes are made all stealthy like.

I think the #1 request is probably more things for high level characters to do.
There are quite a few people that really just don't care about color customization, and would be up in arms that significant developer time would be put to something that a large percentage of players couldn't care less about.
Personally, it would be nice to have, but I really wouldn't use it much.

They have said this is not intended, and that they are working on various ways to fix it. You could suddenly find in any patch that this trick no longer works. I suspect that this will be classified as an exploit, and thus no patch note given.

Here's a question related to this.
When you think "Max defense" or "Max to-hit", is that max solo, using only powers on your character, or max with outside buffs?

1) 50% hit, 50% miss
2) 90% hit, 10% miss
3) 10% hit, 90% miss
4) 55% hit, 45% miss
I'm interpreting "max" in 2, 3, and 4 as the absolute maximum with lots and lots of buffs. I'd like to see #4 remain true for most self-buff powers, with Aim being the absolute highest possible +to_hit buff out there.

Too many potential problems.
Mods work for FPS's and games like NN because the world of that mod exists only on that single, small server. The benefits, no matter how hard or easy to obtain, don't go elsewhere. (Well, not easily).
On an MMO, that can quickly cause trouble with overall game balance or population density. Do you allow player-created content to mix in the mainstream? How do you control "Monty Hall" type maps, or maps built explicitly for farming or power-leveling? If you restrict player-created content to a sandbox, how do you get characters there? Who runs/supports those servers (and the related back-end needs)?
Where I think player-content might work is Arena maps. That IS a true sandbox with already established rules about how it works. That would basically bring in from most FPS games the custom map feature. Now, controlling the quantity, quality and availability could get interesting, but should be someone easy to solve.

AV's resistance was changed from 94% to 85%.

I hate to disappoint Stalkers out there, but Sting of the Manticore can only be slotted into Sniper powers, not Assassin Strikes. I don't know where that rumor started.
Assassin Strikes can slot in sets that are made for Single Target Melee powers.

You're kidding me, right? I've got more defenders than any other AT, and except for the stupid psi-resistant mobs, NONE of them have issues soloing at a reasonable rate.
Admitedly, I don't have a Force Field, Sonic or gimped Empathy build.

I think that, in part, is from a desire to keep all powersets "desirable" relative to the others within the AT. I suspect that there is a basic formula used to determine power cost, damage, etc. I believe that when you start adding secondary effects, that basic formula breaks down. Add in any synergy between the powers, and it breaks down more. The manual tweaking (see adjustments to Subdue and Mental Blast) can be used to buff a powerset that is generally perceived to be weaker, or debuff a set that is considered overpowered.

They can also reward aggressive and risky play, where a team is trying to push just slightly beyond their normal boundries.
The "bumper" concept is an interesting one, definitely something think about.

Technically, they don't work the same.
For Dark, the AOE comes from you, the caster, so the power comes from you. Only one "live" check is needed - when the power is activated.
For Kinetics, the AOE comes from the target. The game does this by summoning a pet that actually emits the heal. This results in two checks - one when the power is activated, one when the heal is activated.
Transfusion, Transferece, Fulcrum Shift, Stygian Circle, Dark Extraction and other all have this problem.
