    That's because the Illusionist was phase shifted when Ion hit-checked on her.


    As for the mechanics of how/why Ion with multi-hit?
    Ion Judgment works in the same way as other "chain" type powers: It gives the initial target a power which asks it to select a friendly target then fire off an auto-hitting attack. Usually this is followed immediately with a "no bounce backs" flag to prevent the chain from jumping back and forth fully between just two targets (which would be awesome).

    But see, that "no bounce backs" applies to the target it sends it to, NOT the targets following that. And since Ion differs from other chainers in that it jumps to multiple targets immediately instead of just to one, the number of enemies not affected by that "no bounce back" flag increases dramatically very quickly.

    IOW:
    Target A is first and bounces to Target B.
    Target B cannot bounce back to A, but can bounce to Targets C, and D.
    Target C cannot bounce back to B, but can bounce to Targets A and D.

    Get it?

    The story reason?

    Unknown, but for some reason the Kheldians decided not to come to Earth in the Praetorian dimension. It's also unknown if the Nictus were present back in ancient Praetorian history either, but since there's no lingering presence of anything relating to the Path of the Dark or of Shadowstar, it's unlikely they did.

    Perhaps in the Praetorian dimension, Kheldians are fiercely xenophobic isolationists instead of expansionist Nictus and exploratory Peacebringers.

  10. I'm absolutely loving how they're really playing with the limitless cast available in the DCU.

    They might be in exactly the same form as their comics versions, but we're getting to see characters who might never have gotten any screentime otherwise.

    And c'mon, Red Tornado is Owen from Gargoyles. How can you not love that?
  11. My first character was an Energy/Energy Blaster, named Rush Bolt, who took Hover so he could blast away from way up high.

    He's been long deleted, but I actually still play Energy/Energy Blasters. They're, by far, my favorite Blaster.

    Nowadays, though, my favorite AT is Dominators because, while they can shoot from afar, they also do great getting in close and smacking stuff.

    The benefits of Targeting Drone are that it:
    1) Provides more +ToHit (to the user) than Tactics
    2) Costs less END to run
    3) Does not require a prerequisite power selection

    So you can choose to have more personal gain for less investment and cost, or have less personal gain for more investment, but greater team gain.

    Smoke Grenade does not aggro on its own. It does, however, cause stealth suppression. Perhaps he was using Cloaking Device/Stealth and got too close to the foes when activating Smoke Grenade?

    The other possibility is that he has a proc IO slotted into Smoke Grenade. While SG is flagged not to aggro, procs are not. If you put a proc into a non-aggro power, it WILL cause aggro.

    For a completely new player, I would suggest starting out as a Hero. Praetoria is a perfectly viable choice, yes, but its content is slightly more advanced in both complexity and difficulty than the original City of Heroes starting content.

    The CoH stuff will get you started and teach you the basics of the game quite handily which you can then roll up another character in Praetoria to use that experience to the fullest.

    You can come pretty close to duplicating existing characters. I would advise against this though since the GMs frown upon it (and it has gotten the game into hot water in the past).
  17. Well, we finally have images for Wilykit and Wilykat.

    They look somewhat adorable, but I'm both amused and disturbed that they gave Kat pants but not Kit. I guess having a boy running around in a miniskirt is bad but okay for girls.

  18. I'll second the recommendation. Summer Wars was a surprisingly engrossing show which quickly drew me into caring about the characters without ever really telling us about them.

    It's a true student of the "show, don't tell" method of establishing character relationships and backgrounds which I found very enjoyable.

  22. Subjective Feedback:
    I absolutely love the Beastly Rage Aura set to Chest (only). While I don't foresee myself rolling up any animal characters, this Aura looks great on my Peacebringer who also sports a star emblem on his chest. I imagine it'll also look great on robotic characters who utilize the Jewel chest detail as well.

    PPD Helmet Error

    Yeah. I've never liked the PPD helmet on my guys for exactly this reason.

    It just sits funny, like how the Crab Spider armor kinda floats about the shoulders for VEATs, too.

    Ran an STF with:
    1 Dom (me)
    1 Cont
    1 PB
    1 Corr
    3 Scrap
    1 Tank

    Ended up fighting all 4 at once and still make it through without too much trouble. The /SR Scrapper was good vengbait though.
