Is it basically the same as before except it has free users? i know you've probably been asked this loads of times before but i'm feeling a little lost at the moment, thought i'd ask while the 'parts' are downloading, which to me is weird in itself.
If you bought a booster before, you have access to it still. Those who did not buy the booster before do not have access to it unless they buy it on the paragon market.
Going Rogue is free to VIPs, but if you had it you got 2 bonus slots that are not part of the "Free" going rogue, and you do not have to buy the GR powersets if you unsub and go to "Premium" (has given NCSoft money via that account) play. -
It must be the name reservation feature of the character creator. I used my free transfer recently and had no rename offered, and the name of the character was not changed.

But with the same PP you can buy things you can sell again on the in-game market like recipes. When you sell that the product you bought with PP is gone and nobody is gonna make an effort to tranceback what you did with it and what they need to retrieve.
For this reason all chargebacks are handled the same which is indeed banning/account locking/whatever you wanna call it.

Tried going on test, but there is, apparently no account server there or it's down right now so couldn't check how the market acts on Test. -

This means you can look at the accolades and decide which ones are easier to get on heroside and which ones are easier to get on villainside, and get the villainside ones before you switch and the hero ones after. -
The contact stores were only tied to origin in their goods sold and backstory. You could and still can unlock all of them on the same store.

where there isn't anything here http://na.cityofheroes.com/en/about_..._power_set.php that says you have to pay for the power set to begin with .I think the devs are on crack to put anything in there for more than 50 points,
As far as it not being "free" - with the bells and whistles they gave this set, it would not of been made (for some time yet, at least) without it being something charged for.
I will say they could mention it's available in the Paragon Market. -
And they did continue the giant robot naming scheme with that (although it kinda broke down sounding right at 4...)

There are also a very few (only one off the top of my head) temp powers that work differently for some origins. Villain side there is a "Magic Box" (or such) temp power that summons a Tar Patch unless you're magic origin, in which case it summons a Wailer Queen (or maybe King) -

Nowadays it's not uncommon for credit companies to use software to track customer buying habits, which then trigger alarms when unusual activity goes through.
Actually had one customer have issues because his wife used the card over the phone upstate, then a few minutes later he tried to get gas -
I've the HD 6870, running the just released 11.9 drivers and it's been working great for me. So if you get an and, when it retries to install drivers, skip whatever it wants and go right to www.amd.com.

That is an incorrect assumption. Or maybe "false correlation" would be better. Even auto-hit attacks are supposed to show a to-hit entry if it affects you. The fact that this is not (it would be along the lines of "Mental Scramble was autohit") is a bug. Please report it. Also throw in a line "this seems to be auto-hit, should it be?"

You need a minimum of Five tokens to fully unlock chat for non-paying customers.
First token is for having an account.
Buying 1200/$15 worth of points (tracks over time, don't have to buy at once) gets you a token.
Subbing for a Month gets you a token (Currently bugged, in that it is supposed to award upfront all at once for a subbed period, currently awards 1 a month at the end of the month)
There are also two more one-off ways to get tokens.
A bonus token is awarded for having one or more "box" codes on your account.
The first time you buy points, any amount.
Your friend without broadcast, if he ever bought a "box" (from a store, or one of the full account creating editions from NCSoft's store or Steam) already has that bonus token. But if he created the account from one of the old "Don't need to a buy a box" codes (pre-2007 friend code has a chance at being this), he doesn't. -
As mentioned, they can see if some form of pre-loaded "Gift card" style credit card is available.
And to combat that, they go through an intermediary (Brazil uses Level-up games, IIRC, and not sure what others have to use) to help combat that. But Level-Up was big on not supporting boosters and such. -

Only crashes I've had since were related to trying to salvage files off a dying external drive, so not video related. I'd have lockups on CoH prior, and like most everyone else, was on either 11.5 or 11.4 after trying 11.6 and getting the stutter of doom.
Did not driver clean this time, but I did after uninstalling 11.6 prior.

KISS it principle.
Namely, the store lets you buy stacks of transfer tokens. As it's something you pay money for, they are not going to have it disappear. THe VIP transfers simply give you one token in this already existing system used by the market.
