Yeah, it's because the recipes go 10/20-30 and 30-50 in most cases.

So you have a ton of recipes that can give level 30 recipes.

IIRC the first level 40 (max level when CoH first released) was a AR/Dev blaster and did it in about a week. He took advantage of a couple "features" in the early game:

1) No max AoE targets
2) Caltops could reduce mob speed to 0
3) Not all mobs had ranged attacks
4) Smoke Grenade's -toHit was 100%, not 10%

Soo... round up a bunch of mobs w/o ranged attacks, debuff the to-hit so they can't touch you, lure them into a immobilizing caltop trap, let loose with Full-Auto and Flamethrower, profit!

Regardless, it also did stack; this was also pre-purple patch.

Only thing I'd say about -Recharge vs. other forms of mitigation (especially +Def or +Res) is that' it's a debuff, and thus subject to debuff resistance. So if you higher levels/AV very frequently, you might want to figure out what the value turns into for those fights.

Two ways to go about it.

The former you slot for accuracy, the later you do not.

I have a Dark/Dark Corruptor. With Twilight Grasp 3 slotted for Accuracy (this was before Accurate Healing was available).

As I was teaming, someone else with some other kind of team heal power (this was over a year ago, I don't remember what the power was) was flabbergasted that I was doing about 3 times the amount of healing he was doing.

Add in the effect of reduced ToHit, Damage and Regeneration of our foes, this was a very effective heal at lower levels.

Yeah - both Kin and Dark Miasma's heal do about 2-3x the amount similar aoe heals from other sets do because they can miss - but they have a inherrent acc bonus and work great.

The only thing that mine doesn't have is built in contact grouping/tagging, and the little bits that go along with it.

Project CoH is a flag applied to the Coh program, not the updater.

So making a shortcut for :

should work just fine.

Otherwise, there would be no Quinfecta.

I had this thought about people complaining that changing PSW has made the Psi Assualt set worhtless since that was the only worthwhile power taking.

I can just imagine someone complaining that their car which was so not working right it was probably worth hundreds in fines to drive it (but had a KILLER stereo) that after the shop fixed all it's issues, ended up turning down how loud the speakers can go because to fix the rest of the car, they had to fix the messed up wiring

You would only be charged for buy them from the store (shopping bag icon in Lower Right corner) which then puts those slots into the "Redeem slots" pool.

Note, that pool is global, not server specific. You currently have two total to use, not two per server.
