As I recall, you can get hover up to (near) unslotted fly in speed.

Part of the trick is also getting swift and slotting up 3 fly enhances in that as well.
Slow...hah! Hover's base speed has been increased quite a bit!
So would using your slots in Hover and Swift with IO's give you a comperable travel power, or would it just be easier to use some end redux for flight? If you were two have a 1 belssing of the zephyr in both swift and hover at level 14 ( which is when you would take flght), that would be 19/2% increase each. I dont know what the base speed of hover is so I dont know how fast that would make hover as a travel power.

Hover's base speed is actually pretty good these days. Moves about the same as base run speed. Add swift and slotting and, yeah, I don't doubt you can have a decent travel power.
However, also note that fly's end cost is far lower than it used to be, too.

Here are the new numbers since the Hover and Fly buff last issue:
Hover: 14.2 mph
Hover w/ 1 Fly SO: 16.6 mph
Hover w/ 1 Fly SO + Swift: 18.5 mph
Hover w/ 1Fly SO + Swift w/ 1 Fly SO: 19.2 mph
Thus Bonuses to Hover....
Fly SO in Hover = +2.4 mph to Hover
Swift = +1.9 mph to Hover
Fly SO in Swift = +0.7 mph to Hover
And thus the value of 3-slotting, taking ED into account:
3 Fly SOs in Hover = +6.8 mph
3 Fly SOs in Swift = +1.9 mph
So let's say you 3-slot Hover with Fly SOs, your Hover will be: 21.0 mph.
Add Swift and one Fly SO in the default slot of Swift, your Hover will be: 23.6 mph (that's +2.6 mph)
Two more slots in Swift will bring it up to: 24.8 (that's + 1.2 mph).
Six-slotting both Hover and Swift with Fly SOs = 26.2 mph (that's +1.4 mph over 3 slotting both)
Therefore: For increasing Hover speed, extra slots in Swift aren't worth it.
Note that Quickness in the Super Reflexes powerset offers the same bonuses as Swift and stacks with Swift.
And now, for Fly (at level 50):
Fly Speed: 45.2 mph
Fly w/ 1 Fly SO in Fly = 51.7 mph
Fly w/ 1 Fly SO in Fly + Swift = 53.6 mph
Fly w/ 1 Fly SO in Fly + Swift w/ 1 Fly SO in Swift = 54.3
Thus the Bonuses to FlySpeed...
Fly SO in Fly = +6.5 mph to Flight Speed
Swift = +1.9 mph
Fly SO in Swift = +0.7 mph to Flight Speed
And thus the value of 3-slotting, taking ED into account:
3 Fly SOs in Fly = +13.4 mph
3 Fly SOs in Swift = +2.0 mph
Just two SOs in just Fly will take you to 58.2 mph, which is just .4 mph short of the fly cap.
Fly with one SO and Swift with one SO is 4.3 mph short of the fly cap.
Two level 50 IOs in Fly will hit the fly cap.
For comparison:
Run Speed: 14.3 mph
Run Speed + Sprint: 21.5 mph
Run Speed + Sprint w/ 1 Run SO: 23.9 mph
Run Speed + Sprint w/ 1 Run SO + Swift: 28.9 mph
Run Speed + Sprint w/ 1 Run SO + Swift w/ 1 Run SO = 30.5 mph
Thus the Bonuses to RunSpeed....
Sprint = + 7.2 mph
Swift = +5 mph
Run SO in Sprint = +2.4 mph
Run SO in Swift = +1.6 mph
And thus (with ED):
3 Run SOs in Sprint = +6.8 mph
3 Run SOs in Swift = +4.7 mph
So let's say you 3-slot Sprint with Run SOs, your run speed will be: 28.3 mph
Add Swift and one Run SO in the default slot of Swift, your Run speed will be: 35 mph
Two more slots in Swift will bring it up to: 38 mph.
And now, Jump:
Jump Speed: 14.3 mph
Jump Height: 4 ft
Jump Speed + Sprint: 14.3 mph // 4.4 ft
Jump Speed + Sprint w/ 1 Jump SO: 14.3 mph // 4.5 ft
Jump Speed + Hurdle: 32.1 mph // 10.7 ft
Jump Speed + Hurdle w/ 1 Jump SO: 38.1 mph // 12.9 ft
Jump Speed + Combat Jumping: 14.5 mph // 12.0 ft
Jump Speed + Combat Jumping w/ 1 Jump SO: 38.1 mph // 14.7 ft
Thus the Bonuses to Jump Speed and Height...
Sprint = +0 mph JumpSpeed // +0.4 ft JumpHeight
Hurdle = +17.8 mph JumpSpeed // +6.7 ft JumpHeight
Combat Jumping = +0.2 mph JumpSpeed // +8.0 ft JumpHeight

So, for increasing unsuppressable JumpSpeed, 3-slotting Hurdle is your best move (anything else is *very* inefficient) which would make your JumpSpeed = 49.1 mph.

Fly is a perfectly viable travel power in its own right. It's been years since Fly's endurance cost was higher than base endurance recovery. Now it's downright cheap to use.
Not one of my alts with Fly bothers adding endurance reduction unless it's for set bonuses. Just remember to turn it off or switch to Hover in when in combat. Which is pretty much the same as remembering to turn off Sprint when fighting while playing a lowbie.
My 50 Grav/Storm never shuts off Hover, never. Then again i use Teleport for long distance travel. For combat maneuvering and traveling inside missions Hover is more than fast enough once slotted up.

Is it possible to slot up "Hover" with an IO so you can actually use it as a travel power instead of fly for endurance purposes ( I realise you can do that already, but it is painfully slow). If so, what kinds of speed could you get out of it?
