If it says that you have two slots available, then they are at no cost. However, you can also buy more slots for 10 bucks a pop, if I recall correctly.

If it lists slots available on the character select screen, it's free.
When they brought out the slots, they gave everyone with an account 2 (not sure if that bit of code is still in play, however once they show up, they are yours even if they turn off that bit of code).
Also, for every 12 month badge you get 1 free slot.
You would only be charged for buy them from the store (shopping bag icon in Lower Right corner) which then puts those slots into the "Redeem slots" pool.
Note, that pool is global, not server specific. You currently have two total to use, not two per server.

Dang, that can get pretty expensive compared to all the possible combinations of alts you can make. I guess ill have to delete some lowbie toons that are just trying to get alcolades

There is no need to restrict yourself to just one server. In fact, it is a darned good idea to have characters on at least two servers, one east coast, one west coast. That way, if some act of god takes out the East Coast Server Farm, you can still play on one of the West Coast servers until they can bring the east coast servers back on line.
I have over 140 alts across all eleven servers. Yes, I have bought slots, and will likely buy more when Going Rogue comes out.

Since I have been playing this game for almost 6 months, I am having an issue most ppl have at this stage, needing more slots. My question is that I have filled up my slots on a server, but there is a redeem slots button below. When I click it it asks me that this will be permanent and all that stuff but is it free? It says I have 2 slots available but I dont want to click it and be charged any $. Noobish question I know, but can anyone help?
