Are you sure the KoA have +Perception? I thought they had cheat-perception like the drones. Or did they originally have that, then get changed to regular +Perception?
Anyway - I recall hearing that originally, Drones where set to ignore stealth due to an issue with not being able to ignore stealth nicely or something, but I cannot recall where I heard that. -

Technically, it's not the amount, it's the name of the bonus.
If you open up your powers window, and on the Jelly-bar at the top click "Combat Attributes" and look in there, you will notice the set bonuses have names such as "Large Defense Bonus", etc.
You can have up to five of each.
For most instances, it's just the same, but with the Luck of the Gambler Global Recharge IO, we have a 7.5% Recharge bonus that's labeled under it's own name, and not the name for a normal 7.5% recharge bonus.
As I recall, also, the Global IOs that give KB protection each have their own names for the "set bonus" they grant - so technically you could have Five Karmas and five steadfasts, etc. and benefit from the KB protection of ten of them. -

Note, sometimes (like ED, for example) the developers have come up with something that *will* happen. Now, unless you come up with something (say, ED somehow instead of soft-capping enhancement bonuses made them roll-over and start back at zero) on those that would totally screw up the game (not totally change, aka ED or PvPi13) then don't try to get it canned. Post ideas maybe to lesson the impact, etc, but don't try to get them to not do it. To do otherwise can lead to beta ejection and outright forum banning because those who have done so in the past tend to end up like rabid dogs. -

You are fighting signifigantly purple mobs - after +7 levels, I think it is, mobs get a To-Hit bonus alongside their Accuracy Bonus.
You are fighting mobs with To-Hit bonuses - Tactics, vengeance, etc. This increases the mobs To-hit, thus the amount of defense needed to soft-cap vs. affected mobs
You are fighting mobs that give Defense Debuffs. If you are over the soft cap, and they take away some of your defense, you are more likely to still be at the soft cap in the end.
Those are the three basic situations that make having over-the-top defense useful. -

You can try something along the lines "I deleted the wrong character by accident" in a support request.
Not saying they will undelete, but that is the only way. -

They did have a new version out for a little bit but it had some sort of massive flaw, so it got pulled until that could be fixed.

As I recall, the devs have mentioned that basically 40-50 is meant take as long if not a tad bit longer than 1-40, but 40-50 doesn't "ramp up" the time/xp needed.

The other thing is, make sure before resuming the download to delete any files with checksum in their name - this will be inside the main folder where the CoHupdater.exe, etc, are. -
All I can tell you is their trend is to release things on Tuesdays.
Issues do tend to buck the trend, but about all you can say about them is a) they will NEVER release an issue on a Friday (note, boxed expansions might be different, I know they wanted CoV on Halloween, for example, and that was a working weekend for the devs), and b) even more than patches they don't like releasing issues on Mondays. It gives them that one day to look over everything before releasing it AFTER having two days for their minds to cleanse of work toxins.

Victory has a larger Euro/UK population, last I heard, so that would be why Victory would get 3rd place in the morningish times.

To make a broadcast macro
/macro MacroName "b <message>"
Please note the buttons on your power this creates only shows about four letters, max, for the name field.
And do not use "/b <message>" as that will not work. -
Here we prefer the term "newb" when referring to people new to the game. noob/n00b is derogatory, and refers to people unable to learn and so might even be 60 month vets but just don't get basic things.
