Last I heard the populations in order go: Freedom, Virtue, Infinity, and it gets sketchy from there.
I like low population servers. There's less lag, and I don't mind soloing, so if there isn't much going on right then it doesn't bother me.
Also, the higher population servers may get you locked out during special events when a lot of people are playing at once.

When you log in, the server with the highest population will be at the bottom, and it gets less and less populous from there. The exception to this is the server at top. It will always be the last server you played on. This will give you a good indication of what servers have the most people at the time you play, since if you play at odd hours (US Time), such as being in a different country, a different server might be better for you.
For example, I *think* Justice has a good number of Australians that play late-night US time, if you're on night shift, or in Australia (or thereabouts).

I have never seen any server other than Freedom and Virtue get locked due to load. Accordingly, unless you must have big crowds, I would suggest Infinity or Justice. Both should be big enough to find teams easily but have just about zero chance of getting locked during special events.
You might also consider playing on TWO servers, one at each server farm (East and West coasts). It's not unusual for internet issues to cause problems or complete inability to connect to one site. The server locations are listed on this page on Paragonwiki.com

Hello, Im coming back to COH/V and was unable to retrieve my account so have created a secondary account.
Im going to be starting from basics again and am looking for a well populated server as the last thing i want is to be sat around doing nothing bored off my head.
So suggestions as to which servers is highly appreciated
