The only buy-able pre-25 SOs are in the Faultline unlockable store, Mr. Yin's Market. There is 1 type of SO (Damage, Recharge, etc) per origin.
Level 15 IOs are pretty much the same/better than DOs, and won't expire unlike DO's or SOs. At those levels, I mostly go for Globals and procs, but I will make some to get the nice set bonuses too, especially if I get the recipe as a drop. -

So, for the time being I am calling this a perception issue, that said I will keep an eye on this. If there is in fact a bug at work here then there will be reproducible steps one could take to get this bug to happen to anyone. If anyone does in fact nail down possible repro steps for this bug, please PM me or post them in the forums.

He specifically called "for now" because he realized that even if he didn't stumble up it, it might be real. And he did keep an eye on it - and it turned it there was something. -

The main difference is how they affect your character.
To Hit is the value compared/subtracted by your target's defense (and then set to min. 5% and a max of 95%). The resulting number is multiplied by the power's accuracy mod - so +To-Hit is always more effective than +ACC if you have a choice.

That relative adjustment on number of people under the old system was why I was kind of hoping that setting myself to "2 standard heroes" would be the same as +1 over actual team size. Otherwise I don't think there is a way under the new system to duplicate the effect the old options 2 & 4 had on 8-man teams.

No, as far as I know there isn't, because you get the "count me as X heroes" OR the actual team size, whichever is bigger. -
