Morality is always relative. As Einstein said, everything is relative. You probably trust the police until they arrest someone you care about.
Recluse is a monster, but he's working at making a different society. A society similar to that which you find in the writings of Ayn Rand, where those with means make their way through any method they see fit. It's a savage "Survival of the Fittest" mentality he's founded his government on, and it suits "Villains" just fine.
We're shown a brief glimpse of the Etoile Isles under the rule of Marchand, but who's to say Marchand wasn't a Right Wing nutjob who decided to side with the U.S. and hold onto nuclear weapons for them so as to be a buffer against Cuba or possible incoming missiles during the Cold War? Our typical moral relativity sides with Marchand, however, because we're shown a tiny bit of the story.
Still... I don't think the Isles would be as bad as they are. Impoverished denizens scrabble to eke a life out of a crippled fishing industry. Cage Consortium hires mostly ex-cons. Arachnos soldiers, the men who are supposed to be the law enforcers, beat down anybody who even glances at them the wrong way. Finally, in the end, there are super-powered criminals that Recluse has invited to his Islands in order to find the Destined One who he'll sacrifice in order to achieve his ultimate victory and the total and complete destruction of civilization throughout the world.
Yeah... Recluse is one cool guy...
Statesman seems like a jerk in our eyes because of what? The creator of the game and many players' opinions of him? The comics didn't even last long enough to flesh the character of Statesman out properly. Yes, he seemed cold and indifferent at times, but the man is over one hundred years old. He's seen the world change in massive, sweeping ways at a pace that would be difficult for anybody to adjust to. Just look at how we react to each new social trend. Look at what we feel is moral and right in the modern day and compare it to what was moral and right just ten years ago.
Statesman is a man long past his time. Rather than try to keep up with society (which has trouble keeping up with the changes itself), he's decided to separate from it. He maintains a moral high ground because it's all he's got left and it's not a high ground that's easy to find fault with. His wife is gone, his family is distant, and the new vigilantes he's invited to help his city have it in their heads that they have a license to kill just because they've got super powers. Throw in the "unchanging world" archetype of an MMO, and there's not much room for character development, outside a Task Force where (News Flash for the malcontents), YOU'RE supposed to be the star, not him. He's sending you on the mission not because he's lazy, but because he believes in you.
Y'know, that interpretation of Statesman puts how warm and friendly he suddenly become around Foreshadow in a whole new light- Statesman is an old man who may well be immortal, and the only people he can really identify with are other immortals like Foreshadow. Who knows, maybe in a few decades he'll adjust to being immortal and learn to keep up with the times better. -

I wouldn't get into semantics over 'bushido' considering that in pretty much all fiction that uses the word 'samurai', historical accuracy takes a distant back seat to awesomeness.

Yeah, Spines/Dark strikes me as a build that really doesn't need to worry about recharge, being toggle-heavy and a fairly steady damage output.
What are some good sets for recovery bonuses, disregarding all other factors? -

I'm increasingly inclined to think I'll be going to City of Heroes/Villains. I've been playing WoW for a while, and well... the company is a bunch of bastards. Of course, the only reason I might stay is if my friends cannot be persuaded elsewhere. So I'm hoping to talk them into City of Heroes/Villains. It's nice, instead of paying $90 + $15/month, it's just $15/month, and amusingly enough, the servers don't go down as much (from what I can see on the internet). Of course, I daresay, if the servers went down more, the game would simply not exist >.>

I don't think there's been many specific changes to Ice corrs, though there have been across-the-board ones. PVP finally got a revamp, and all the PVPers quit in response so they can't even get feedback now, but the game's never been PVP-oriented anyway. The Architect has provided a potentially limitless source of new content, though it's currently being heavily abused for exploits and farming, which the devs are repeatedly coming down with the hammer on. -
I don't get the whole deal of 'competing' for team slots anyway. If there's too many people going around for one team, start a new team!

A lot of people still think they're playing Everquest and heals are the be all and end all. They're idiots. I'd take a good Storm or Dark over a typical Emp or Pain any day.

Use Inspirations like candy. They drop all the time and nowadays you can even combine them to get what you need.
Enhancements are simple: If you can't use it, sell it. A lot of people don't even bother with them until 22 (that's when you get access to Single Origins, the best default ones), and they're easy and relatively inexpensive to get. Protip; sell them to the corresponding Origin store (either one for DOs) to get the most cash outta them.
Salvage and Recipes is where it starts to get complicated. As with above, it's best to go by the simple maxim- if you can buy it at a store, you're best off selling it at a store. You can buy generic IO recipes from Invention tables, so you're best off selling ones you don't want to or can't use.
With Salvage, use what you can for the recipes you have on hand, and sell the rest. Although the prices are inflated lately thanks to irresponsible use of AE tickets, Common Salvage (white name) isn't too expensive to get from the Market, and Uncommon salvage (yellow name) is actually cheaper. Rare salvage on the other hand can get very expensive, so if you're gonna hoard it, you might as well. I find my personal Supergroup salvage base is very useful for that, often one alt gets a drop they don't need but another alt does.
It sounds like you're new and might not be getting Set IO recipes yet. They're the ones with the funny names (Luck of the Gambler, Kismet, Mako's Bite are just a few examples), and they come in sets of 3 to 6. Slotting all the IOs of a particular set in a single power (you have to get each IO, no doubling up) will give you bonuses that may seem small, but they seriously add up. The prices for these recipes vary dramatically, some are better off sold at stores, others go for billions of inf, and many have exotic and oftimes useful effects.
Remember, this isn't like single-player RPGs (or poorly designed MMOs) where you end up hoarding everything you find in case it comes in handy somewhere down the line. You have limited storage space, and if you there's something you don't want, chances are someone else wants it. Even the most asocial soloers interact with others through the market. -

Certain badges, missions, story arcs, basically anything that exposes your character to time travel in one form or another gets you a shiny new portal. Using someone else's portal is just the easiest way. -
Basically, it depends on how much money you have, how much you wanna spend, whether you want to sugar-daddy your alts, how numbers-crazy you are and if you just happen to have an obsession with getting full sets and lots of interesting bonuses.

Y'know, this would be great 'powergaming for beginners'. It's almost adorable how small the builds are, even a dope like me can figure it out and it takes like, one night of play to get all decked out.
Wouldn't they get great Prestige at that level? -

I've heard far more complaints about Elec than Invuln, so I'd say you're gonna be fine sticking with Invuln. I'm pretty sure they're both good.
Spines/Elec sounds very good for AoE damage, and I think it comes with much-needed end recovery tools as well. -

How about some Katana profileration as well? We all know Divine Avalanche (and Parry) are gonna need reworking, but other than that it should be all good and thematically fitting.
A lot of Ninjutsu powers would need to be reworked... perhaps completely inverted as to their effects. Anyone got any suggestions for how to change or replace Smoke Flash, Hide, Caltrops and maybe Blinding Powder? The set might end up as a more offense-oriented one, kinda like Shields, but maybe more controlly. -
To get purple drops, I reccomend equipping the following items:
-A lucky rabbit's foot
-Fluffy dice
-Lucky Charms (tm)
-Any other particularly liked tokens, coins or other trinkets
Also be very nice to fey, gypsies, black cats (including furries and catgirls), and gypsie fairy furry catgirls. -
Also, his is one of the lowest level Rikti missions in the game- a twofer for that aura mission.

I'd rather have more original and/or thematic GMs than reused blueside ones. A giant Coralax monster, for example, and I once read about an idea for a Port Oakes monster based on a Family don who ended up sleeping with the fishes...
Leviathan might be a bit difficult in practice. Anyone who's actually done those missions knows why.
